New clarification added: Hello,We have carefully studied the last changes in the technical specifications. According to our information (and information from our partner manufacturer company), there is no company currently on the market, which can 100% meet the requirements. Possibly only 1 company can come near to that requirements, but in this case other companies have no chances to participate. Could you please look through the required technical specifications once again? Do you have any information about companies who can meet the requirements? Maybe it is still possible to make the requirements in such a way, that will allow several competitors to particiapate.Thank you in advance.Thank you for your comment. Our Amendment is based on the end-user's medical needs. Considering this, we updated the required technical specifications yet made sure that it doesn't limit the competition and gives the vendors (manufactures) the opportunity to submit competitive and technically responsive bids. Unfortunately, no changes will be made to the bidding document as it reflects the requirements of the end-user.

New clarification added: Tbilisi clinic (CT with 128 detector rows)89-90. Our standard 14 kVA UPS that is approved by GE is capable to provide power backup to the operator’s console, X-ray tube and the patient table for 10 minutes only. But this is the standard UPS which is approved by GE and used with all our premium CT scanners. Will this count as compliance to the requirements?92. The bidder must submit all cut sheet drawings (bolting points, cabling points, etc). Please provide the detailed description of the drawings that should be submitted.93. New clarification added: Tbilisi clinic (CT with 128 detector rows)56. The requirement “Scan control interface: Intercom and speaker included” is valid for console (reconstruction computer) and not for workstation. Is it included in the ‘workstation’ part by mistake?57. Is the following functionality considered as full Dicom package?DICOM 3.0 Storage Service Class for RT, CT, MR, CR, X-ray (Angio and R&F), Digital X-ray (DX), MG, NM, PET, U/S, Secondary Capture, Secondary Capture Color DICOM Image Objects. (Service Class User (SCU) for image send and Service Class Provider (SCP) for image receive); DICOM 3.0 Query/Retrieve Service Class (SCU and SCP).; DICOM 3.0 Storage Commitment Service Class (SCU) ;DICOM Print (Color and B&W); DICOM Media Interchange (CD-R, DVD+R(W)); Connectivity with RIS; Search Advantage for fast and easy search of a patient’s exam history on PACS or any other DICOM®-compliant device.61-66. Is the chapter I related to workstation, reconstruction computer, or both? For workstation and reconstruction computer the characteristics will be different. Should we fill in the characteristics for workstation, reconstruction computer, or both?56. The title of the section is "control and viewing computer". so functionality shall be present, either implemented at one or the other or the integrated computer. Please understand the specs are made with in mind various configurations, so some openness on how/where it is implemented is required not to create locked specs. You will be evaluated on the presence of that functionality.57. Dicom 3.0 is latest standard. Your offer will be evaluated after bid closing.61-66. It is understood that each component has different "DICOM-needs" according to their function. Evaluation will be done on the complete device configuration, so to ensure functionality is included. New clarification added: Tbilisi clinic (CT with 128 detector rows)22, 26. These 2 requirements – 128 detector rows and active Z collimation 40 mm – are mutually inconsistent (128 rows x 0,625 mm = 80 mm collimation). Do you require 80 mm collimation ad 128 detector rows or 40 mm collimation and 64 detector rows?27. What do you mean by stating 5 – 140 mm/s as an axial scan speed requirement? Axial scan speed is defined by gantry rotational speed and detector width only. For Revolution CT ES, detector width is 8 cm. Gantry rotational speeds for axial scan are 0.28 – 1.0 second.41. Revolution CT ES technologies include 29ms effective temporal resolution enabled by 0.28 second rotation speed combined with intelligent motion correction. May we use the value of Effective Temporal Resolution in this case?43-46. For GE CT systems, this functionality is available on the workstation only and not on the reconstruction computer. Will this count as compliance to the requirements?47. The requirement is 19 inch but 1.024 x 1.980 pixels which is mutually inconsistent. Did you mean 1280 x 1024 pixels?47-48. Our standard monitors that are supplied with workstation have the following characteristics:Monitor 1: 1280 x 1024 pixels 19 inch, 8 bit (DVI), 10 bit (DisplayPort) IPS-TFT Color LCD, DVI (DVI-D and DVI-A) and DisplayPort | Monitor 2: 19 inch, 1 megapixel, 8 bit (DVI), 10 bit (DisplayPort) IPS-TFT Color LCD, DVI (DVI-D and DVI-A) and DisplayPort. As seen above, they only partially comply with tender requirements. But these are the standard AW monitors which are approved by GE and used with all our CT scanners equipped with workstation. Will this count as compliance to the requirements?22, 26. This is a correct observation. Please read spec item II. 26 as "Total active Z collimation: approx 80mm"27. It states the axial (z-direction) scan speed range of a patient.41. Your offer will be evaluated after bid closing.43-46. Yes, functionality needs to be present.47 It is a type, it needs to be HD format; so 1920x1080 or better. Yet, current spec does not exclude HD monitor (as 1080 is better then 1024), so spec will not be updated.47-48: please ensure your compliance, even if it means deviating from the standard. As supplier, you are responsible for selecting compliant parts.

New clarification added: Hello,In the techniocal specifications of technical requirements there is line 77 in both systems, which requires Table tray.Could you please clarify what is this table tray? What is meant under it? Maybe you could show a picture if available?Thank you in advance.A tray is used by medical personel during the contrast exams (mostly, but also during other procedures), to place instruments and bandage on. Some manufacturers have the option to have the tray mounted to the patient table. If that is not available, a mayo trolley would be compliant as well.

New clarification added: Hello,We would like to clarify once again about such requirement as "Table load capacity". According to specifications you require minimum 220 kg loading capacity. But we have to say that this requirement is killing the competition, because as we know only 1 big company has a table with such capacity. We would ask you to allow offering from minimum 200 kg. In other case several big manufacturers will not be able to quote.Thank you. This is a clear wish from the client and cannot be altered. It was verified that all major manufacturers offer tables with that load capacity, being the standard or the upgraded table (bariatric). Please explore upgrade options to ensure compliance, if needed.

New clarification added: Hello,We have few questions for clarification:1) Accordng to the tender requirements 128 detector row (item 22) for CT128 and 64 detector row (item 22) for CT64 requested. Siemens does not have a 128 detector row system – can the item request be changed to 128 and 64 slices accordingly? or can the item chnage to Number of detector elements, because each detector row include number of detector elemens and for image quality important is total number of detector elements.2) For item 27 for CT 64 and item 26 for CT 128 your requested Total active Z collimation: approx 40 mm. is it possible to change this parameter to 20 mm for CT 64 and 40mm - for CT 128?3) in item 41 for both systems you requested Highest achievable temporal resolution (lowest value in ms): max 70ms. Real temporal resolution is always rotation time / 2 – means, when you requested Fastest gantry rotation time (360°): 0.4 seconds (Item 6) the maximum temporal resolution will be 0.4 / 2=0.2sec=200ms.Dear Levan, Please find out answers in Italic below: 1) According to the tender requirements 128 detector row (item 22) for CT128 and 64 detector row (item 22) for CT64 requested. Siemens does not have a 128 detector row system – can the item request be changed to 128 and 64 slices accordingly? or can the item chnage to Number of detector elements, because each detector row include number of detector elemens and for image quality important is total number of detector elements. First, to ensure the same reference frame is used: The distinction between detector elements and detector row is understood as such; A number of detector elements are placed next to another, curved around the gantry (x,y direction), forming a detector row. Detector rows are placed after another in Z-direction (direction of patient table motion in/out of the gantry). If your definition is different, it could lead to a different understanding of the specs. Item II, is expected to have, in the z-direction, 128 detector elements after another. Similar for item I, 64 detector elements after another in z-direction. 2) For item 27 for CT 64 and item 26 for CT 128 your requested Total active Z collimation: approx 40 mm. is it possible to change this parameter to 20 mm for CT 64 and 40mm - for CT 128? No. Specifications are agreed by the UNOPS and the client; and for item II it is already 40mm. 3) In item 41 for both systems you requested Highest achievable temporal resolution (lowest value in ms): max 70ms. Real temporal resolution is always rotation time / 2 – means, when you requested Fastest gantry rotation time (360°): 0.4 seconds (Item 6) the maximum temporal resolution will be 0.4 / 2=0.2sec=200ms. Noted. Also noted is that in-plane temporal resolutions are marketed by the major CT manufacturers itself as (in general) well below 70ms while providing gantry rotation of 0.35s. Best regards,Levan

New clarification added: Hello, Sir.We can offer a product with some differences comparing to the required specifications and we would kindly ask you to check and evaluate our offering possibilities. Please find below our request for clarification:1. C11- "Length of free scan range: min 175 cm". we have 170cm, is it acceptable? our scan range is very close to the required, it is sufficient in clinical.2. C13- "Table load capacity: min 220 kg". we have 205 kg, is it acceptable to revise it to "at least 200 kg"?3. D20- "Tube current step: approx. 5 mA or better". Our tube current step is 10mA, is it acceptable? it is sufficient in clinical. My best regards.Mac Chen Hello, Sir.Thanks for the message.Bids will be evaluated against evaluation criteria stipulated in the announcment. Refering to your questio please see “the Stage: Technical criteria. Goods/services offered in the bid are substantially compliant and do not contain any material deviation(s) from the minimum required as included in Section II: Schedule of Requirements”.Please also note that UNOPS does not consider deviations that are lesser then the technical requirements as Compliant. With kind regards,Sandro
