Tender description: The objective of this RFQ is to identify a company to support the Cities Alliance’s Global Programme on Informality, particularly under its Global Advocacy and Knowledge component, with the preparation, development, editing and online publishing of a series of 5 to 9 papers providing policy and program recommendations for local action, rethinking and addressing urban informality towards urban equity, improving living conditions and livelihoods for the urban poor: advancing practice and policy building from local innovations.

New clarification added: Question 1: Bearing in mind the upcoming Easter Holidays would it be possible for there to be a time extension for this submissionAnswer 1: Unfortunately we will not be able to extend the tender, since the project has to be completely delivered by June 2021 and any extensions will cause delay in completing the project. Question 2: Is there an approximate budget indication for this activity?Answer 2: UNOPS will not be able to disclose the budget for this activity. The bidders are requested to submit the pricing based on the requirements in Section II - Schedule of requirements. Question 3: Additionally, how will this proposal be evaluated with respect to the technical:financial split?Answer 3: Please see below evaluation criteria for the bids. Quotations shall be evaluated to determine the lowest price most technically acceptable offer. Evaluation shall be conducted as follows:Preliminary Examination. Quotations shall be reviewed for compliance of the eligibility and formal criteria specified in Evaluation Criteria section.Qualifications of the Bidder will be assessed as per qualification criteria specified in the Evaluation Criteria section.Technical compliance of the offered goods/services. The technical criteria specified in the Evaluation Criteria section will be reviewed for compliance compared to UNOPS requirements.Financial evaluation. Quotations that are found to be technically acceptable shall be evaluated based on price and UNOPS will award the contract as per the lowest priced, most technically acceptable offer evaluation methodology.At any time during the evaluation process UNOPS may request clarification or further information in writing from Bidders. The Bidder’s responses shall not contain any changes regarding the substance, including the technical and financial part of their quotation. UNOPS may use such information in interpreting and evaluating the relevant quotation.Answer 0
