The purpose of this RFP is to seek consultancy support to provide Unitaid with an assessment of the relevance, coherence, efficiency and effectiveness of Unitaid's 2017-2021 strategy and operating model.

Bidders are invited to submit a proposal for the above mentioned Request for Proposal in accordance to the documents attached in the "Tender Document" tab. Kindly pay attention to below tender timeline:

1. No later than 9 February 2021 17h00 Geneva time, bidder shall complete and return, under “Correspondence” tab of UNGM (paragraph 4.2 of the Request for Proposals refer):
a) The enclosed Acknowledgement Form (Annex 1 of the Request for Proposals) duly completed and signed as confirmation of bidder's intention to submit a bona fide proposal and designate the bidder's representative to whom communications may be directed, including any addenda; and
b) The enclosed Confidentiality Undertaking form (Annex 2 of the Request for Proposals) signed.

2) A prospective bidder requiring any clarification on technical, contractual or commercial matters may submit its questions via UNGM “Correspondence” tab no later than 3 February 2021 17h00 Geneva time and formulate them as follows:

The Unitaid team will respond in writing (via the “Correspondence” tab of UNGM) to any request for clarification of the RFP that it receives prior to the date mentioned in the Request for Proposals, paragraph 4.6. A consolidated document of WHO’s response to all questions (including an explanation of the query but without identifying the source of enquiry) will be published on the UNGM. Paragraph 4.6 of the Request for Proposals refer.

3) Proposals must be uploaded via UNGM, “Tender Documents” tab no later than 17 February 2021 at 17:00 hours, Geneva time (paragraph 4.11 of the Request for Proposals refer).

Attention:

The selection panel duly constituted for the purposes of subject tender is considering the need for pitching following the evaluation of technical proposal. Should that materializes, shortlisted bidders would be invited to pitch their proposals virtually before the selection panel on 26 February 2021,  between 11 - 12pm or 1.30 - 3.30pm. We are aiming to send out the invitation to the shortlisted bidders by 24 February 2021, as such we hope bidders could tentatively reserve their availability for that two timeslots as we have limited flexibility and availability for adjustment.

Objective of the consultancy:

The Executive Board mandated an external review of Unitaid’s current strategy to provide key inputs for the ongoing development of the organization’s next strategy. The Board formally requested that the Unitaid Secretariat commission an external review to be conducted by consultants and overseen by the Board leadership, acting as a Steering Committee. The external review is expected to focus on specific aspects of Unitaid’s model and strategy that are particularly relevant to consider for the next strategy. It is expected to develop recommendations to address potential areas for improvements over the next strategy cycle and will complement analyses being conducted by the Unitaid Secretariat.

Qualification of Firm and Consultants:

Bidders shall propose a multi-disciplinary team of experienced reviewers, including the team leader. The team leader must have at least 15 years of experience leading strategic reviews of a similar scope and complexity and a strong understanding of the global health landscape and interventions to increase equitable access to high-impact innovations in low and middle-income countries (LMICs). Core team members should have at least 5 years of individual experience in their respective areas of technical expertise.

The proposed review team should meet the following requirements:
• Experience conducting strategic reviews in the field of global health, with a focus on innovation and catalytic investments;
• Substantive knowledge of the Unitaid core disease areas (HIV, Tuberculosis, Malaria, Hepatitis C, Cervical Cancer and Reproductive, Maternal, Newborn, Child and Adolescent Health), expertise in the market-shaping of these areas, as well as understanding of the challenges related to ensuring access to diagnostics and medicines in LMIC context;
• Expertise in global health architecture and governance, including the main drivers, influential actors and how it is evolving, including knowledge of other relevant organizations’ approaches, practices and processes (including civil society);
• Substantive experience conducting impact evaluations, including assessment of value for money
• Proficiency in English and French (knowledge of other UN languages an asset); final deliverables must be submitted in English
• Include an appropriate representation with regard to sex, a broad mix of backgrounds, skills and perspectives, and national and international experience, including in resource-limited settings.

In light of the sensitive nature of the review and the corresponding need for the findings and recommendations to be as credible and useful as possible, it is imperative that the selected team of Reviewers be unencumbered by relationships with entities of any kind that might hinder an impartial, objective assessment of the topic under review, or by involvement in the Unitaid strategy development and implementation processes. Accordingly, members of the proposed/selected team will be required to sign a conflict of interest disclaimer which attests to the absence of any such encumbrances.
