To provide Fumigation and Pest control Services for UNICEF Bangladesh Country Office (BCO) under Long-Term Agreement (LTA)
Purpose
The United Nations Children’s Fund (UNICEF) Bangladesh Country Office would like to establish Long Term Arrangement (LTA) with a reputed company to acquire professional fumigation and pest control services.
The nature of pests includes but is not limited to cockroaches, sugar ants, rats and mice, termites, snakes, monitor lizards, bees and bats, mosquitos, fleas and ticks and Wood borers.

Estimated Duration
Initially the LTA will be established for two (2) years with the provision to extend the duration up to additional two (2) years subject to satisfactory performance and market price review.

1. Background
United Nations International Children's Emergency Fund (UNICEF) provides humanitarian and development assistance to children and mothers in developing countries. It is a permanent part of the United Nations system working with Governments and development partners across 190 countries. UNICEF has collaborated with the Government of Bangladesh and development partners since 1952 for the provision and development of assistance to children and mothers. With its Country Office in Dhaka and field offices presence in Divisional Cities and Districts, UNICEF plans and implements various health, water, protection and education programmers to achieve the country's developmental objectives including the Millennium Development Goals.
The new UNICEF BCO is located within the Dhaka metropolitan city, along the Shamoly to Agargaon main road within the close proximity of Bangladesh Betar Building, Asian Development Bank and World Bank.

The overall fumigation and pest control should cover, all floors, including furniture backside, meeting rooms, cafeterias, staircase, toilets, rooftop, drain, boundary area etc. The UNICEF BCO is a 3-story office building, to understand the volume of works and the nature, please see the details provided in the following tables:

2. Description of Assignment (Scope of Work):
The following is the Scope of Work for the Contract of Fumigation and Pest Control Services. The Contractor shall provide the fumigation and pest control needs of UNICEF and shall also:
Submit Work plan/Frequency: Propose time frame for fumigation daily/monthly/quarterly considering the area and actual requirement.
a) Provide the pest control force consisting experienced personnel, laborer etc. as confirmed by UNICEF;
b) The Contractor should have own arrangement to monitor the overall service quality in terms of the quality of the chemicals/pesticides provided to UNICEF and the overall pest control services, should periodically meet the UNICEF Supervisor and get feedback for improvement.
c) Will train the pest control Workforce regarding use of machinery/tools with chemicals, pesticides and any other materials as require.
d) Provide workforce, their uniform, pest control tools and equipment, and other necessary protective paraphernalia used for pest control services;
e) The Contractor will be responsible to provide all materials.
f) The Contractor will submit a list of chemicals/pesticides with the technical proposal for UNICEF’s review and approval.
g) The Contractor shall be fully responsible for all the works and services performed by its sub-contracted personnel, and shall for this purpose employ qualified, competent and well-trained staff to perform the services under the Contracts.
h) The Contractor shall take all reasonable measures to ensure that the Contractor's personnel conform to the highest standards of moral and ethical conduct.
i) The Contractor undertakes to obtain any license, permit, consent, sanction etc. as may be required or called for from/by local or any other authority for doing the work as specified in this RFP. The Contractor shall provide and maintain all appropriate workmen’s compensation and liability insurances, or its equivalent, with respect to its employees to cover claims for death, bodily injury or damage to property arising from the execution of the planned contract. Adequate care and protection shall be maintained by the Contractor to ensure the safety of the occupants and visitors in the Premises where the work is being carried out.
j) The Contractor shall ensure that its staff have valid contracts which meet all statutory obligations and legal requirements, such as the minimum wage and social security provisions. The Contractor shall ensure that the wages are disbursed to the staff in a timely manner in consideration of the staff well-being and so as not to jeopardize the continuity of the performed tasks on high service quality levels at all times and this shall be monitored by UNICEF. The Contractor shall ensure that it is clarified that pest control staff under the proposed contract are the employees of the Contractor only and that the UNICEF has no obligation or any relationship to employment or otherwise whatsoever with the Contractor’s staff.
Description of services:
1. Fumigation of the stipulated locations, including but not limited to offices, stores, garbage room, drainage manholes, etc. against rodents, bats, mosquitos and insects (roaches, termites, bees, etc). The Contractor shall use effective fumigants.
2. Fumigation around the whole compound, all sewer lines and manholes and along the hedge or fence to ensure rats, snakes, mosquitos, scorpions or other common pests are kept away.
3. The Contractor shall destroy any white ant’s nest found within the perimeter of the buildings and compound, and take out and destroy queen ants, impregnate holes and tunnels with approved insecticides and back-fill with hard materials well rammed and consolidated.
4. Set strategy and constantly monitor different sites of the Commission for prior findings of sources of termites, insects, rodents, etc. with a focus on proactive preventive control than entertaining outbreaks of pests.
5. Clear and present in advance possible breeding of insects
6. Use insecticide products of appropriate approved standards; environmentally friendly and safe to human beings,
7. Use globally approved and tested chemicals by the concerned local authority. Ensure that all pest management work is carried out in accordance with industry codes of practice and regulations and with due attention to UNICEF and the environment.
8. Produce and submit periodical reports on services rendered as per the given work schedule and locations which shall be a requirement for payment.
3. Reporting lines:
The pest control and fumigation personnel should have a supervisor who will prepare work schedule for them on weekly basis and come daily for checking and monitoring purposes.
The Contractor shall report to UNICEF Admin Assistant/Admin Officer who will be UNICEF Supervisor. Based on the feedback of the Admin Assistant/Admin Officer, the Admin Specialist will contact the company to report any problem.
4. Deliverables:
Pest/Insect free office premises as per the expected standard.
5. Payment Schedule:
Payment on monthly basis in BDT, upon receiving satisfactory services as per the agreed provision.
6. Logbook:
The Contractor shall be responsible for maintaining a complete and accurate Fumigation and Pest control Management Logbook at each facility that is served under the contract. The Logbook shall be updated at each visit by the Contractor and counter signed by a representative of the UNICEF.
7. Safety and Health:
All work shall comply with all applicable national regulations and health requirements, and the Bangladesh Health and Safety Policy. The Contractor shall assume full responsibility and liability for compliance with all applicable regulations pertaining to the health and safety of personnel during the execution of work.
8. Required qualification of the company/institution/organization:
In order to qualify for consideration, the Bidders should note the following mandatory requirements and MUST ATTACH required documents with the proposal:
- A copy of the company’s Incorporate Act, license issued by local authorities and copy of profile and organizational structure showing at least (3) three years experience in the field of providing Professionel Fumigation and Pest Control Services on contractual basis.
- Company have valid registration document, VAT registration document and Bank account in the name of the Company.
- Demonstration of sound financial standing, enabling the company to finance its operation (MUST provide the last two years audited financial statements).
- Have own capacity to mobilize the logistics, equipment, pest control products with own capacity.
- A list of managerial staff and their qualifications along with the categories.
- List of current & previous client list (for last three years) for providing similar services including dates of contract and address details of the clients (email & mobile number of the contact person).
- Contractor should have proven track record of providing such services to organizations of similar standard like other International organization, renowned corporate and UN organization.
- Description of specialized pest management techniques which is used by the Contractor to provide professional fumigation and pest control service.
- All work shall be performed by qualified and/or experienced staff should have adequate number of skilled manpower to provide pest control service conforming international standard. Provide CVs.
- The proposed workforce should have:
- Medical fitness certificate issued by a qualified doctor.
- Security clearance or Police verification report
- Will assign dedicated person for UNICEF with good communication skill both in English and Bangla.
- Pest Management Plan/schedule which includes proposal on how to control the various pests listed and details of the pest control products to be used.
- Pest control/Fumigation/ materials specifications: All products proposed must be approved and registered with the relevant Government Authorities. Have approved documents from local Govt. body to provide pest control services including use of environment friendly or hazard free Pest Control products.
- Health and safety measures taken by the company for their assigned workforce.
- List of current & previous client list (for last three years) for providing similar services including dates of contract and address details of the clients (email & mobile number of the contact person).
- An outline of the Contractor’s Quality Assurance and Quality Control (QA/QC) plan covering the policy for backup support in case of any emergency.
- Contractor should have proven track record of providing such services to organizations of similar standard like other International organization, renowned corporate and UN organization.
