RFP 503231 seeks to secure a reliable supplier base capable of meeting strict quality requirements at competitive prices and able to respond to emergency requests. Because of the potential risks of product contamination and the negative impact this might have on beneficiaries, manufacturers should be specialized and experienced in manufacturing and packaging powdered infant formula, following the relevant Codex Alimentarius Codes and Standards. It is also mandatory that the suppliers manufacturing site complies with Codex Alimentarius General Principles of Food Hygiene and Code of Hygienic Practice for Powdered Formulae for Infants and Young Children and with ISO 22000:2005. PIF-dedicated production facilities with spray-drying process, to be confirmed by GMP inspection.

Companies to confirm status of compliance with the terms of the  ‘International Code of Marketing of Breastmilk Substitutes’ http://www.who.int/nutrition/publications/code_english.pdf

As a result of this tender UNICEF intends to award Long Term Arrangements (LTA) for 2 years (with a possible renewal for 3 additional periods of 12 months) to two and preferably three suppliers in different geographical locations, having sufficient capacity in PIF-dedicated production facilities to meet global needs with a quality and affordable product.  LTA holders will be required to keep available at supplier’s premises a minimum buffer stock which has been quality-approved by UNICEF.
