United Nations Educational, Science and Cultural Organization (UNESCO) hereby invite qualified companies to submit sealed tenders as follows:

The Action Research and Technical Assistance on Pre-Service Teacher Training for Social and Emotional Learning (Sexuality Education) will be from 16 November to 30 July 2021, tentatively (approximately 8.5 months).

The contractor is expected to facilitate action research with teacher educators/ pre-service teacher training institutes in order to will develop teachers’ SEL pedagogical competencies required for quality delivery of comprehensive sexuality education curricula.

The action research will be conducted in two Asian countries, inclusive of the development of a draft resource pack for integrating into pre-service teacher education programmes. The result of the action research will inform and produce a blueprint that can be contextualized and replicated in other countries in Asia and the Pacific.

Expected outputs are:

1) Inception report, comprised of an updated workplan, desk review and methodology for the action research in the two target countries by 30 November 2020;

2) Interim report on technical assistance provided to country teams and draft blueprint by 31 March 2021;

3)   Draft research article, products of a cross-country learning exchange meeting (Power Point presentation on blueprint and research findings; meeting report);

4) Close-out report; Final blueprint incorporating feedback from participants of the learning exchange, that includes the recommended essential
components/content of a resource pack, and country materials developed as sample content for integration into national pre-service teacher training initiatives.
