New clarification added: Below is the summary of requested clarifications and UNOPS responses to them as of 23 September 2020:Question 38: Could you please confirm that only Returnable Schedules should be signed and scanned, no need to sign other supporting documents?Answer 38: Only non-historical documents, i.e. those specifically prepared for the purposes of bid submission, including the Returnable Bid Schedules, shall be signed and stamped. Those documents that are historical in nature, i.e. existed prior to and regardless of this tender process, do not require signature and stamp. Examples of such historical documents include: copy of bidder’s valid Business License, Audited Financial Statements, supporting documents for RBS 9 (copies of previous contracts, completion certificates, etc.), supporting documents for RBS 11 (copies of bidder's QMS, HSSE, Social and Environmental Management Manuals, policies, certificates, etc.). Question 39: According to "Section_III_Annex_A - CRIDA Obstacle Report No._ 4302 - Page 29/38” detailed survey and re-design is recommended due to almost 5 obstacles on the proposed alignment of the project. New clarification added: Below is the summary of requested clarifications and UNOPS responses to them as of 21 September 2020:Question 34: The Previous experience (RBS 9.1) section of the Qualification criteria, it states that “At least one [1] Urban Water Supply Facilities Project as a prime contractor that was executed successfully in Afghanistan, and the value of such similar experience shall be equal to or greater than USD 5 Million per project”. We completed the design and construction of the XXX Project, which consisted of the construction of Water Treatment Plant, Water Supply System, Construction of other Facilities, and Waste Water Treatment Plant. Water supply facility construction was a major part which's total value of water supply work, technicality and similarity of the water facility unit can meet the requirement of the subject tender, hence please clarify if we can participate using our XXX Project experience as similar project.Answer 34: Confirming the relevance or irrelevance of an experience is the prerogative of the Evaluation Panel. We cannot confirm or reject this based on the face value of an experience at this point of time. If you are confident that your past experience meets the requirement, you can proceed with bid submission. However, please note that you will still need to meet all other eligibility, qualification and technical criteria of the ITB, including but not limited to, participation in the mandatory pre-bid meeting. Question 35: Please clarify what is the minimum experience required for a JV partner (either lead partner or other partner) in this tender.Answer 35: There are no minimum experience requirements for each Joint Venture partner individually, as long as JV members can collectively demonstrate compliance to all ITB criteria.Question 36: Once again we would like to send request for the deadline amendment and site visit to qualify for the Construction of Urban Water Supply Facility in New Kabul City, Afghanistan. There are no any insurance values in the "Section_III_MP_Contract_Part2_(Schedules)_(Update1)" Schedule 14. Could you please clarify insurance values?Answer 31: The file was double-checked and we confirm that all the necessary information is included in the subject Schedule. Please share the provided information with your insurance agent and they should be able to provide a quotation for all the required insurances.Question 32: BOQ Excel sheet, O&M Equipment tab, size of valves and flowmeter are not specified. Please advise. Answer 32: For the size of the O&M equipment (valves and flow meters) please see the equipment product description and then refer directly to the referenced Technical Specifications. New clarification added: Below is the summary of requested clarifications and UNOPS responses to them as of 14 September 2020:Question 26: If the pre-bid clarification meeting was mandatory, then please call for another meeting, because due to Covid-19 there were flight issues for International experts. So we would like to request for another pre-bid meeting. An early response would be highly obliged.Answer 26: Bidders were also provided with an option of participating in the pre-bid meeting online and many prospective bidders did so. Accordingly, UNOPS cannot conduct another pre-bid meeting. Question 27: We just downloaded the documents and we did not join the pre bid meeting. Will the bidder who did not attend the mandatory pre-bid meeting be disqualified?Answer 27: Please refer to Answer 8 above. Question 28: On UNGM Portal there are 26 Documents. But, the Tender Particular Section does not exist among these documents to check some details of project (e.g. Amount of Bid Guarantee). So, please advise/direct us for this Section of the Tender Document.Answer 28: Tender Particulars can be accessed only in UNOPS eSourcing system, through which you requested this clarification. New clarification added: Below is the summary of requested clarifications and UNOPS responses to them as of 12 September 2020:Question14: Should JV Partner provide similar project documents if the leading partner is able provide the requested similar project?Answer 14: No. A JV bidder can use the details of only one member, as long as it is sufficient to demonstrate compliance with the respective tender requirement.Question 15: Is JV Partner required to Provide Business License or just the leading Partner is required to submit the Business License?Answer 15: All JV partners shall provide copies of their Business Licenses. At least the lead party’s Business License shall be from the Ministry of Commerce of the Islamic Republic of Afghanistan.Question 16: Will the JV Partner provide the Annual Turnover Documents of its own portion of percentage or the leading partner only provides the Annual Turnover Documents?Answer 16: Percentages do not matter, as long as tender requirements are met by the JV partners collectively. If the required Annual Turnover can be met by one of the JV partners only, there is no need for other partner(s)' documents.Question 17: Do both Leading and Follower JV Partner sign the entire proposal forms or only the JV form?Answer 17: The only form that must to be signed by all JV partners is the JV form (Returnable Schedule 4). Answer 24: Availability of your company in the JV shall be sufficient for bidder eligibility purposes. For the JV leadership however possession of valid Business License from Afghan Government is a must. Question 25: We are one of the companies that participated in other two events for this requirement that had occurred for Pre-Qualifications. Now as we've been informed that Pre-Bid conference that was Mandatory was missed. We are requesting to give us the chance for bidding, as already we are well acquainted with the specifications, drawings and other requirements. Already we have a foreign expert with us and started the work on the Technical Proposal that is nearing finalisation. We have also requested for Bid Security and already the charges have been deducted from our account. I did not see this clause that the Pre-Bid meeting was mandatory. Now, please come up with a solution and give us a chance to bid. Answer 25: Please refer to Answer 8 above.

New clarification added: Below is the sammary of requested clarifications and UNOPS responses to them as of 08 September 2020:Question 10: Earthworks for Water Transmission Pipeline. The length of water transmission in BoQ and Drawings are different. 2. Quantity of pavement, RCC and asphalt are not mentioned in the BoQ, so we must rate it from Drawing. Quantity of asphalt concrete is different between the BoQ and Drawing. How do we price these?Answer 10: In the case of any discrepancy between the BOQ and the Drawings for any items, payments will be made based on the verified actual quantities per the specific unit rate of the item.Question 11: Bill of Quantities, category D, 1.22, 1.23 and 1.24 are related to removal and relocation of RCC T- walls and electrical poles. These items are not in the drawings and their sizes and quantities are not in the BoQ. How do we price these?Answer 11: Please provide unit rate cost for the listed items in the BOQ. Please note that the actual quantities and sizes of the RCC T-walls and electrical poles will be determined when the final transmission alignment is confirmed.Quesstion 12: In Schedule 9 it says " At least one [1] Urban Water Supply Facilities Project as a prime contractor that was executed successfully in Afghanistan or similar geographic and seasonal weather setting during the last ten [10] years and awarded by an international organization such as UNOPS/UN agencies and other international bilateral or multilateral organizations." & "The average minimum annual turnover of the bidder for the last Five [5] years shall be at least USD 10 Million (sum of annual turnover for past five years divided by five". Our question is: Should each memeber of the JV meet the above requirements? or if one member that has even implemented larger projects is enough for both members and the JV meets the requirement?Answer 12: As long as one of the JV members meets the requirements, it is sufficient. Tender requirements are set for a bidder as a whole, not individually for each member of a consortia or a Joint Venture that constitutes a bidder. Question 13: Bill of Quantities, Category F2, Earthworks, has pavement and asphalt concrete. Quantities for these works are not determined in the BoQ. If water conveyance pipeline has pavement and asphalt concrete, please determine its quantity. Answer 13: As per the Drawings, please provide a unit cost to include all required activities and components.

The bidder's subsidiary/subcontractor has attended the Pre-Bid Meeting. Is the Bidder whose subsidiary attended the Pre-Bid Meeting eligible to submit a bid under this ITB?2. New clarification added: Below is the sammary of requested clarifications and UNOPS responses to them as of 06 September 2020: Question 1: Reference to ITB/2020/15675 schedule No. 9 both parts we have below questions:(Part I), required information for previouse similar construction experiances. the requirement is that the bidder has must completed the project value of 5 Million USD in last 10 years, so is this for both partners of the JV or the JV have completed the 5 million USD project in last 10 years? please answer.(Part II) required infomration for average annual construction turnover during last 5 years should be 10 Million USD, so please specify that is it applicable on both companies making JV or JV should complete the required turnover for last 5 years.Answer 1: (Part I) The JV members must demostrate that at least one of the JV members had executed a similar project valued 5M USD or higher in the last 10 years.(Part II) This requirement will be cumulative for the JV members, i.e. the sum of average annual construction turnovers of the JV members will be summed together in order to calculate the average annual construction turnover of the JV.Question 2: We express our extreme interest for the Construction of Urban Water Supply Facility in New Kabul City, Afghanistan (ITB/2020/15675). We have got the news regarding this tender just today. Since we have only 11 days left to the bid submission deadline, it seems difficult to prepare a responsive bid within this short time. Therefore, we kindly request to extend the deadline. Answer 2: UNOPS will look into this and if deemed necessary, the bid submission deadline shall be extended in due course.Question 3: I hope you are doing well, we have missed the deadline in order to register for the pre-bid meeting and site visit, is there any possibility so that we participate for the pre-bid meeting tomorrow?
