Selection 161850: LOAN-3496 PNG: Design Consultant for Control Tower and ATM Equipment – Civil Aviation Development Investment Project II (52201-001)

The Papua New Guinea (PNG) Air Services Ltd (PNGASL) will be implementing the delivery of three subprojects under the proposed Civil Aviation Development Investment Program II (CADIP II). The three sub projects are as follows: 
a) A New Air Traffic Control Tower Building complete with a new Operations Centre and associated facilities for Jackson’s Airport;
b) A New Air Traffic Control Tower Building for Goroka Airport completed with offices and associated facilities; and
c) Procurement of new Communication, Navigation and Surveillance and Air Traffic Management (CNS/ATM) including E/M facilities for the new Jackson’s Airport Air Traffic Control Tower Operations Centre.

The CADIP II will be funded through a proposed loan from the Asian Development Bank (ADB) to the Government of Papua New Guinea (GoPNG). However, the desired consultancy service will be paid from ongoing tranche 3 of CADIP phase 1.  The National Airports Corporation (NAC) is the Executing Agency (EA) for the CADIP phase 1 and phase 2 and PNGASL is one of the Implementing Agencies (IA). A separate Project Management Unit (PMU) will be established within the PNGASL office to effectively deliver the three projects funded under CADIP II.

A Design Consultant (DC) is required to help the PNGASL deliver the projects funded under CADIP II. The DC will work closely with the PMU within PNGASL to provide primarily three categories of services namely i) the preparation of detailed design and drawings including approval s of PMIA’s ATC Tower and Operations Center and Goroka ATC Tower, ii) CNS/ATM; and iii) preparation of bid documents and bid evaluation consistent with ADB procurement process. 

The key objectives of the engagement of the Design Consultancy are:

(i) To prepare the detail design of ATC tower as per international standards of building construction works of the ATC towers at Goroka airport and Port Moresby international airport;  
(ii) To do the detailed design of Communications, Navigations, Surveillance and Air Traffic Management (CNS/ATM) hardware/system to be installed at new ATC of Port Moresby International Airport (PMIA); and 
(iii) To provide procurement support in preparation of bid documents and tendering process consistent with ADB procurement process.
