BACKGROUND

The current National Health Strategy of Nauru (The Health Reform Strategy, National Health Strategy) has been in place since 2016, serving as a guiding document to outline health service delivery and strengthen primary health care from 2016 – 20. The Government of Nauru has been emphasizing: strengthened health capacity to combat non-communicable diseases; enhanced health services; enhanced legislative and regulatory enforcement; and climate change and health.

The National Health Strategy 2016-20 proposed five strategic areas: leadership and governance; medical and nursing services; health finance; human resources for health; and health information. Each strategic area sets priority actions and targets to be achieved by 2020.

In developing the next health strategy 2021-25, MOH and the World Health Organization seek technical support to conduct a health situational analysis, evaluation of progress of key results areas against key areas of National Health Strategy 2016 – 20 and, drafting the technical part of the next health strategy 2021-2025 based on findings from the gap analysis and evaluation.

 

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

The proposed consultancy will assist the Nauru’s Ministry of Health (MOH) to draft the national health strategy 2021-25. This contract includes: a situational analysis of the health status of Nauru; the evaluation of key result areas set by the national health strategy 2016-20; and writing a draft health strategy based on findings which includes the monitoring & evaluation plan.

 

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

Output 1: Review of the current National Health Strategy 2016-20, annual health reports and available health policy documents of Nauru to conduct a situational gap analysis and evaluation of key result areas set by National Health Strategy

  • • Deliverable 1.1: Evaluation Report outlining situational report demonstrating gap analysis and evaluation of progress of key result areas set by National Health Strategy (2016-20)

Output 2: draft the technical part of the health strategy based on findings from deliverable 1.1 which covers an implementation plan and the monitoring & evaluation plan.

  • • Deliverable 2.1: Zero draft of new NHP 2021 – 2025
  • • Deliverable 2.2: Final draft of new NHP 2021 – 2025 covering priority areas to be achieved by 2024 with monitoring and evaluation (M&E) structure included.

 

METHODS TO CARRY OUT THE ACTIVITY

  • • Desktop review of available resources to conduct a situational analysis and evaluation of progress against key results areas of National Health Strategy 2016 – 20; and
  • • Online consultation with key stakeholders on to draft the technical part of the strategy.

 

QUALIFICATIONS & EXPERIENCE

Education required: PhD or Masters in public health, health service management or health policy.

Working experience required: At least ten years of working experience in public health sector, including more than five years of international work experience in above areas. Experience in advising on public health policy or national health strategy for Pacific countries would be an asset.

Language requirements: Written and spoken fluency in English is essential.

  • • Submit evaluation report of progress of key result areas set by National Health Strategy (2016-20) including Gap Analysis on the health status of Nauru
  • • Submit a zero draft of the Nauru Health Strategic Plan 2021 – 2025
  • • Submit final draft of Nauru Health Strategic Plan 2021 – 2025
