For the contrast injector it is requested: Suitable syringes: 50 ml, 100 ml, 200 ml;In this case contrast medium for syringe size 50 ml and 100 ml is covered in the syringe size 200 ml. We propose to change this specification suitable for syringes 200 ml and to remove the syringe capacity size 50 ml and 100ml.UNOPS Clarification 30:1. Can you please clarify if Spectral Imaging with the required CT is intended to be used for deeper examinations of lung, vascular, cardiac and abdominal pathologies with focus on Covid-19, as already proven through many studies and routine examinations in several countries worldwide.UNOPS Clarification 29:1. UNOPS hereby we confirms that Single Energy Spectral CT machine is aimed for detailed examinations of different clinical entities, primarily targeting patients suffering from Covid-19 pathologies and its consequences.

Reconstruction of images 40keV-140keV: Please consider to remove this specification, since with the passed amendments there is no required any more a dual energy CT. This specifications has been left form the previous specifications for Dual Energy CT Scanner.2. Maximum power of generator 100kW (nominal): Every producer has its own technology. Some rpoducers are leaderr in saving energy and aim to use as less power energy. Please, accept lower power energy generators of “72kW or more”.3. Temporal displacement between the scanning of any voxel with low and high energy (along the entire scan length) to be stated. Please, remove this specification.4. Dose for low contrast detectability - max 8mGy and Spatial resolution in Z axis - at least 0.24mm. Please change and increase these values.5. How many users do you need: 3 (since you ask for 3 workstations), 5, or 6 users since you ask for different number of users for different tools. We suggest that is more convenient if you ask for the same number of users for all items. Please consider our suggestion.6. Two 19” LCD/LED color monitor (dedicated x-ray monitor, min. 1024 x 1280 resolution): Usually one monitor is used for the scanning process and all the examinations after the scanning are transferred to the requested post processing station/workstation. The second monitor is not necessary for the scanning process and is unjustified expense so, please change this specification.7. Intelligent motion correction for cardiac acquisitions: It is a requirement that doesn’t effect clinic imaging quality or the workflow. Kindly add equivalent technology.8. Required: Tube voltage range: at least from 80 kV to 140 kV;To get the same result in the image we have to have the following parameters: Voltage, Current and explosion time. Nowadays every producer is trying to reduce the dosage of radiation providing that getting the same or better image clinical results. So, the manufacturers committed to energy saving are progressively improving the performance by using less power and radiation. Please, change this specification to be from 80 kV to 135 kV.2. Required: Two 19” LCD/LED color monitor (dedicated x-ray monitor, min. 1024 x 1280 resolution);Request to change this specification to one monitor dedicated x-Ray Monitor;3. Required: SSD 1 TB storage capacity;Every producer has its own technology and based on this technology it produces the Console. The number of images saved are better as well as the performance of the console. Knowing that there are lots of different techniques of compressing the images, please remove this specification;4. Required: Client PCs with sufficient hardware to connect the server and 2x 21” LCD/LED color monitors (dedicated x- ray diagnostic monitors, at least 3MP resolution); Please remove this specification;5. Required: Reconstruction of monochromatic (monoenergetic) images: from 40 keV to 140 keV;Please, remove this specification;6. Required: Maximum power: min 100 kW (nominal);Please, change the maximum power generator to 72 kW.UNOPS Clarification 26:1. UNOPS clarifies that although tube voltage range requested represents regular range for every modern CT scanner, the request for change is considered as minor varioation, therefore, it is acceptable. New clarification added: Clarification Request 24:1. Reconstruction of monochromatic (monoenergetic) images from 40keV to 140 keV (to be removed);2.Temporal displacement between the scanning of any voxel with low and high energy (along the entire scan length) to be removed;3. Maximum power (nominal) min 100 kW to be 70 kW;4. Table load capacity to 220 kg at least to be 200 kg;5. Positioning accuracy 0.25 mm or better. Please kindly put it at least 1.0 mm; 6. Dose for low contrast detectability 8 mGy. Please place it 16 mGy;7. Gantry Tilt angle +/- 30 degrees. If there must be for sure a value at least put +/- 20 degrees;8. Fastest gantry rotation time (360°): 0.35 s or faster. Standard rotation times start from 0.40 s and it should be changed from 0.35 to 0.40s;9. 32GB DDR 3 RAM is very unusual and many manufacturers provide just 16GB which is more than enough for operation purposes;10. Requested for two LED/LCD monitors to be changed to one monitor which is capable of managing both data entry and x-ray images.UNOPS Clarification 24:1. Accepted to delete the term "monochromatic (monoenergetic)" from TS, whereas the energy requirement reflects specific clinical applications, therefore remains as specified. Bidders to refer to Amendmment 6; the published ITB Section II: Schedule of Requirements V4;2. Specification of temporal displacement remains as specified, as it was created according to yhe specific clinical requirements of the beneficiary. The request for this change can not be accepted;3. Specification reflects the needs of beneficiary, primarly number of clinical applications and patient turnover. The request for this change can not be accepted;4. Accepted to be revised from "220 kg" to "at least 200 kg", since system performance is not affected. Bidders to refer to the Amendmment 6 and the published ITB Section II: Schedule of Requirements V4;5. This change does not influence the performance of the CT Scanner, therefore it is acceptable. Bidders to refer to Amendmment 6; the published ITB Section II: Schedule of Requirements V4;6. Specification of dose for low contrast detectability remains as specified, as it was created according to the specific clinical requirements of the beneficiary. This change is acceptable since the accelerated rotation time increases image noise and streak artifacts, thereore slightly slower gantry rotation is acceptable as it is recommended for even better image quality. Request for clarification for Digital Radiography and Fluoroscopy.UNOPS Clarification 21:1. Bidder is advised to explain source of data stated in clarification. However, suggestion is not acceptable; Detector is a component of CT which collects information regarding the degree to which each anatomic structure attenuated the beam. Lower number of detector elements would mean significant change of stipulated specifications, since detector measures the intensity of transmitted x-ray radiation along a beam projected from the x-ray source to that particular detector element. Also, reference detectors help to calibrate data and reduce artifacts. 2. This question is not clear; Bidder is advised to explain from which source these data are taken? However, specified temporal resolution is vital during cardiac CT, particularly for evaluation of the coronary arteries that are only optimally imaged when there is the least cardiac motion. Therefore, the request to lower technical specifications can not be accepted.3. Bidder to confirm what term SLP refers to? 4. Bidder to confirm what term SLP refers to? 5. Multiplanar reformation or reconstruction (MPR) involves the process of converting data from an imaging modality acquired in a certain plane, usually axial, into another plane 1. It is most commonly performed with thin-slice data from volumetric CT in the axial plane, but it may be accomplished with scanning in any plane.This is considered as very important technical feature, therefore the offered device without this option it is not acceptable.6. New clarification added: Clarification Request 20:We can offer a product with some differences comparing to the required specifications and we would kindly ask you to check and evaluate our offering possibilities. Please find below our request for clarification:1. For Dual Energy CT for Spectral Imaging, Dual Energy Acquisition and Dual Energy scan - we have standard CT scan without dual energy, is it acceptable?2. Length of metal free scan range: min 175 cm; we have 170cm, is it acceptable?3. Table load capacity: min 220 kg, we have 205 kg, is it acceptable?4. Single energy maximum power: min 100 kW (nominal), we have 80Kw, is it acceptable?5. Fastest gantry rotation time (360°) for single and dual energy scans: 0.35 s or faster: is standard CT scan without dual energy, is it acceptable?6. Highest available pitch for single and fast dual energy acquisitions: min 1.5; isstandard CT scan without dual energy, is it acceptable?7. Spatial resolution in Z axis at least 0.24 mm; , we have 0,25 mm, is it acceptable?8. New clarification added: Clarification Request 19:1. The specification of the CT scanner is too high. Previosuly, UN agencies have purchased standard level CT scanners with a unit cost one quarter to one third of the price of the current specified unit. Please confirm this is the UN's intention.2. The estimated lead time for the specified CT scanner is 30 weeks. Conversely, the lead time of our standard CT scanners is approximately 8 weeks.3. We request that the Bid Bond requirement for this tender be removed.UNOPS Clarification 19:1. UNOPS clarifies that the Schedule of Requirements has been drafted and approved jointly by all parties of the project. As a result, UNOPS confirms that the Technical Specifications pulished under the ITB/2020/15480 Section II: Schedule of Requirements comply with the requirements of the end user, and have been approved by all relevant authorities with the purpose to have the technologically updated equipment.2. UNOPS clarifies that based on the information gathered during the market analysis and the reseach done in regards to the availability prior to the approval and solicitation of this ITB, the decidion has been made for the delivery time set as requested on this ITB.3. Bidder need to be in continuous business of supplying similar goods in the past three (3) years 2017, 2018 and 2019." UNOPS further clarifies that the previous similar experience during 2020 year will be considered in addition to the requirements set in ITB.

New clarification added: Clarification Request 15:Clarification required refering to the published specifications: parameter determining the imaging quality, specified as: "Spatial resolution in Z axis: at least 0.24 mm"The way this specification has been written, it wrongly indicates that the values of this number should be equal or higher than 0.24 mm. Higher value of the number means lower resolution. On the contrary, the lower the number, the higher the spatial resolution (this number means the size of the detail that could be detected, which is needed to be as small as possible).UNOPS Clarification 15:UNOPS clarifies that being aware of the concept of the spatial resolution, the reference is made to the resolution in Z axis, and it clearly refers to the smallest distinguishable detail, for which "at least 0.24mm" is defined as the requirement ("smallest part distinguishable in Z axis: minimal 0.24mm"). Therefore, the specifications are considered clear and are not altered.

New clarification added: Clarification Request 14:6. Regarding the postprocessing station we want to know this info: How many concurent users must be provided since in one point there are required 6 users, and then 5, and then 3, and then 1, and then again 5. Could you please consider to change the number of concurent user to 4 or max 5. In our opinion 4 will be more than sufficient.Should the software required for postprocessing be available for all concurent users? In terms of clinical benefit will be better to ask for less users at least 4 which could have access on all required software. Please kindly consider this change.7. Required: Contrast Injector suitable sytinges 50 ml, 100 ml, 200 ml. Could please kindly consider to accept also 190 ml syringes since the change does not makes any significant impact to the clinical benefits and also contast injection volume of more than 190 ml will almost be needed in the clinical practice.8. Required: Availability of settings/ database for contrast media library and patient parameters. The requirement for database for contrast media library is exagerated. There are max 2-3 contrast media types cleared. All injectors have in built and laos user customized injection protocols but no contrast media library. This is not neccessary as per our suggestion.9. Required: Dedicated radiology Laser dry printer. Could you please accept also another technology like Thermal dry which ensures the same performance and image print quality as dry laser.UNOPS Clarification 14:6. UNOPS advises to refer to the required number of users as a minimum. This is based on the number of qualified personnel. So the software licensing should at least allow for the number of users as requested under the ITB Schedule of Requirements. Therefore, the request for change can not be accepted.7. UNOPS clarifies that 200ml is also a reference point in the industry and multiple brands are available that provide such capacity, therefore, the request for change can not be accepted.8. UNOPS advises that the contrast libraries are a convenient and reliable tool to improve the workflow of staff. And over the lifetime of the injector, the end user will likely accept more types of contrast fluids. The injector is required to be ready for this. Therefore, the request for change can not be accepted.9. UNOPS advises thet the Thermal dry technology is also accepted considering the required DPI. UNOPS confirms that the laser dry is still considered the technology of choice.

New clarification added: Clarification Request 13:1. Required: Spatial resolution in Z-Axys at least 0.24 mm. Could you please change this to 0.38 mm? For the given modality has almost no impact on clinical benefits.2. Required: Dose for low contrast detectability max 8 mGy. Could you please consider to change this to max 12.5 mGy ?3. Required: Gantry tilt angle +/- 30 degrees. Could you please consider to also accept Digital Tilt Solution and not only mechanical one? Computing technology today is powerful and the solution with digital tilt allows to either program the protocol in advance to provide MPR at certain angles, or to program it real time on the scout. Since the CT has the fastest rotation in its own class, the mechanical tilting is physically not possible.4. Required: Two 19" LCD/LED color monitor (dedicated X-ray monitor; min 1024x1280 resolution). Could you please consider to accept a solution with one monitor. Generally, the second monitor is for image visualization of previous examination during a patient scan. But, since almost in every installation nowadays is required a postprocessing station (server-client) to be delivered with the second monitor is really not a must. This change will not impact the workflow and the clinical benefits.5. Required 32 GB RAM DDR3 RAM or better. Could you please consider to change also to 16 GB for the console? In term of clinical benefits this will change nothing. The power of the PC is adjusted with the software needs and every manufacturer provide its own solution.UNOPS Clarification 13:1. Kindly refer to UNOPS Clarification 5; Answer 5. Further more, UNOPS advises that this change would decrease the resolution quality by 58%, which would difficult imaging of small artefacts, tissue and bones. That is unacceptable in terms of imaging quality and intended use. Therefore, the request for change can not be accepted.2. UNOPS advises that lowering the dose of radiation patients are exposed to, is a key factor for the principle of not doing harm to patients. CT scans account for 50 percent - 70 percent of the radiation dose patients receive in hospitals in EU countries, clearly that is the one machine on the radiology department for which gains in radiation dose are important. Therefore, the request for change can not be accepted.3. UNOPS clarifies that mechanical tilting is an option seen in all many modern day CT scanners. Therefore, the request for change can not be accepted.4. Kindly refer to UNOPS Clarification 06; Answer 4.5. UNOPS clarifies that for the current day operations 16 GB is enough, but the CT scanner is intended with in mind the future. As software processing becomes more and more important, it is expected that 32 GB is needed in the lifetime of the CT scanner. Therefore, the request for change can not be accepted.

New clarification added: Clarification Request 12 (additional Clarifications to Clarification Request 01):Some of the required specifications are exclusive and create exclusionary circumstances for leading manufacturers in this field. Regarding to this, we kindly ask you to review the required specifications of CT to give the possibly to participate in this procedure by providing the equipment whose parameters give much more advantages than the parameters required in the Technical Specification documents. The required technical specification proposed to be changed are as below:1. Single energy maximum power: min 100 kW (nominal) - Should change to: Single energy maximum power: min 84 kW;2. Highest available pitch for single and fast dual energy acquisitions: min 1.5 - should be changed or be added "or equivalent" because other manufacturers use Normal Scan ( axial), the equipment makes twice the same slices with different kV;3. Highest gantry rotation time (360°) for single and dual energy scans: max 0.35 s - should be changed to Highest gantry rotation time (360°) for single and dual energy scans: max 0.5s.UNOPS Clarification 12:1. Most of the energy consumed during the diagnostic process is used to operate the X-Ray components. Energy is also required to operate a computer for digital image processing and controls, and drive an electric motor required to rotate the ring and the attached X-ray equipment while the machine is operating. Operating modes and predetermined use scenarios also influence energy consumption. All of these were carefully discussed with the beneficiary, and 100 kW was set as the minimum level of energy required for optimal performance.Therefore, the proposal to change specification is rejected, since this would decrease the stipulated performance level of equipment.2. Common clinical practice showed that with the use of two x-ray sources and two data acquisition systems, CT exams having a nominal temporal resolution per image of up to one-quarter of the gantry rotation time can be acquired using pitch values up to 3.2. The pitch value has impact on radiation dose and image noise when the effective tube current time product (mA s/pitch) is kept constant. In addition, artifacts are found to be less prevalent for the dual-source pitch = 1.5 scan mode when structures vary markedly.Therefore, the proposal to change specification is rejected, since this would decrease the performance level of equipment.3. To enable high-speed scanning with good temporal resolution, CT systems provide high gantry rotation speeds. For high-performance systems with mechanical roller gantry bearings, gantry rotation times of 0.35 seconds are achievable. Operating modes are available to acquire data over a partial arc (360 degrees) to shorten the apparent rotation time further. Air bearing technology enables even faster rotation speeds. Such rotation speeds are desirable to achieve cardiac imaging without using β-blockers to slow patients’ heart rates. Together with large-coverage detector arrays, scan times permit rapid acquisition of contiguous anatomic areas for volume data acquisitions. The ideal CT scanner for perfusion imaging is the one with the best possible temporal and spatial resolution that is capable of reconstructing high-quality images of the entire anatomy of interest at multiple time points while delivering the smallest radiation dose to the patient. Current technology allows up to 16 cm of body coverage in less than 300 milliseconds with 0.35-mm isotropic spatial resolution. In addition, a CT perfusion study is not complete without availability of a robust postprocessing method to quantify perfusion parameters with good inter operator reproducibility and great interscan repeatability when follow-up comparisons are required.Therefore, the proposal to change specification is rejected, since this would decrease the performance level of equipment.

New clarification added: Clarification Request 11:Form H: Manufacturer's Authorisation Form is unclear because in the Authorization of the Manufacturer no agreement can be made between the Manufacturer and the authorized Operator.Will you make changes to the Form H or can we submit the authorization of the manufacturer to whom we are authorized for such procedures according to the manufacturer form?UNOPS Clarification 11:UNOPS clarifies that as per the requirements, within the documents comprising the bid the applicable Returnable Bidding Forms are mandatory as per the set Criteria under this ITB. The completeness of bid requires all the returnable Bidding Forms to be submitted fully completed and signed. Specifically, Form H: Manufacturer's Authorisation Form is Mandatory to be submitted (criteria set under the Qualification stage of Evaluation). The published Form H (or text within) as part of ITB shall not be amended, as it provides the requirements to be submitted by the manufacturer as also stated in the first paragraph in Form H: "A letter issued by the manufacturer authorizing the applicant to participate in this particular ITB must be submitted with the bid in the format provided in this Form."UNOPS further clarifies that the submission of the Manufacturer's form (in addition to Form H) is acceptable subject to the evaluation depending on content. Moreover, the agreement made between the Manufacturer and the authorized Operator is also acceptable (in addition to Form H).

New clarification added: Clarification Request 10:Referring to Section II: Schedule of Requirements; General requirements: What are the period of the Validity of the Warranty and the Warranty service requirements?UNOPS Clarification 10:UNOPS confirms that as per the ITB/2020/15480, Section II: Schedule of Requirements V2; General requirements: The warranty shall remain valid for 24 months after the Goods, or any portion thereof as the case may be, have been delivered to and accepted at the final destination. Within the warranty period of 24 Months, the Supplier or its authorized service center shall provide maintenance and/or repair services to the equipment operation site not later than 10 (ten) workdays from the date of receipt of written or E-mail notification from an authorized party.

For the generator it is requested “Single energy maximum power: min 100 kW (nominal)”; - In the latest generation of the CT production the generator power trend is to go lower since they use advanced dose reduction techniques that give the same or better output in terms of image quality. We kindly ask for 60 kW/72 kW to be accepted as it does provide the same or better result.2. Fastest gantry rotation time (360°) for single and dual energy scans: 0.35s or faster; - We kindly request this parameter of a difference of 0.15s to be accepted as well.3. Tube voltage range: at least from 80 kV to 140 kV; Our product to be proposed uses a very sensitive detector. For this reason, upper voltage range ceilings are not necessary in order to provide the same result, thus kindly allow a maximum voltage of “up to 140Kv”.4. Two 19” LCD/LED color monitor (dedicated x-ray monitor, min. 1024 x 1280 resolution); - Considering that the worldwide industry standard is a single dedicated monitor, can you specify why is there a need for two monitors 19”? Since one is used for the computer console, what would be the need of a mandatory second one?UNOPS Clarification 06:1. Protocols may also vary depending on the specific application under consideration. High energy acquisitions are useful for specialized applications, as per beneficiary request. Therefore, the proposal to change specification is rejected, since this would decrease the performance level of equipment.4. Medical Imaging Displays are categorized into two main categories: primary and secondary. Primary displays are intended to be used by medical practitioners to interpret images for an official (billable) report that will be used by others to make healthcare decisions. Secondary displays are intended for multiple uses, not all of which are related to medicine (eg, office work, patient education in the examination room, review by clinicians and surgeons, image acquisition, and PACS quality assurance). It also reflects the workflow of the beneficiary institution.

It also allows scanning of a full range of patients (taller ones particularly). This feature is primarily defined by the beneficiary, according to specific needs, space and types of examinations. Therefore, the proposal to change specification is rejected, since this would decrease the performance level of equipment.2. Most of the energy consumed during the diagnostic process is used to operate the X-Ray components. Energy is also required to operate a computer for digital image processing and controls, and drive an electric motor required to rotate the ring and the attached X-ray equipment while the machine is operating. Operating modes and predetermined use scenarios also influence energy consumption. All of these were carefully discussed with the beneficiary, and 100 kW was set as the minimum level of energy required for optimal performance.3. Regarding the effective anode heat capacity, it is well known that in CT scanning, when anode heating is a limiting factor, a higher scan rate can be obtained by operating the anode with the highest safe heat content, since the cooling rate is higher for a hot anode and more scans can be obtained in a specific time than with a cool anode. Therefore, the proposal to change specification is rejected, since this would decrease the stipulated performance level of equipment.4.The main challenge in cardiac CT is temporal resolution - imaging fast enough to 'freeze' the motion of the heart. As per beneficiary request, this feature was identified as important, therefore the proposal to change specification is rejected, since this would decrease the stipulated performance level of equipment.5. Request to change the spatial resolution range is also not acceptable, since advanced spatial resolution, as per technical specifications, can benefit lung, temporal bone, musculoskeletal and vascular imaging. Here, specified spatial resolution is required to delineate small anatomy and pathology. Therefore, the request for change can not be accepted.6. Storage capacity, is again rejected since the host computer in CT has limited storage capacity, so image data can be stored only temporarily. Other storage mechanisms are necessary to allow for long-term data storage and retrieval. Usually, after reconstruction, the CT image data are planned to be transferred to another storage medium, with high memory capacity for archiving, therefore the request to downsize this capacity is not acceptable.7. In DECT scanning, the rate and volume of contrast injection and the scan delay should be customized to the specific catheter and injection site utilized. In addition, different sizes of syringes should allow variability of modalities and clinical applications when contrast is applied. Therefore, the proposal to change specification is rejected, since this would decrease the stipulated performance level of equipment.

UNOPS further clarifies that the delivery timeframe is as requested on this ITB and it can not be changed."Bidder shall deliver the entire goods as soon as possible, but no later than 60-90 days from the date of Contract Signature. New clarification added: Clarification Request 03:For the CT system: 1. For the generator it is requested “Single energy maximum power: min 100 kW (nominal)”; - In the latest generation of the CT production the generator power trend is to go lower since they use advanced dose reduction techniques that give the same or better output in terms of image quality. We kindly ask for 60 kW/72 kW to be accepted as it does provide the same or better result.2. Fastest gantry rotation time (360°) for single and dual energy scans: 0.35s or faster; - We kindly request this parameter of a difference of 0.15s to be accepted as well.3. Tube voltage range: at least from 80 kV to 140 kV; Our product to be proposed uses a very sensitive detector. For this reason, upper voltage range ceilings are not necessary in order to provide the same result, thus kindly allow a maximum voltage of “up to 140Kv”.4. Two 19” LCD/LED color monitor (dedicated x-ray monitor, min. 1024 x 1280 resolution); - Considering that the worldwide industry standard is a single dedicated monitor, can you specify why is there a need for two monitors 19”? Since one is used for the computer console, what would be the need of a mandatory second one?For the Digital Radiography and Fluoroscopy Suite – Imaging Unit: 1. Output in fluoroscopy: 0.5-23 mA; - We kindly ask to accept the industry standard current in fluoroscopy i.e. to be 0.5 – 20 mA in 0.1 mA steps.2. Maximum heat storage capacity of the tube housing: 2000 kHU; - Since in digital system there is no need of heat capacity to go to higher values due to the use of digital detectors, x-ray tube heat capacity tend to go lower. Thus, please allow lower values like 1500 kHU because having a higher heat storage capacity does not imply a better imaging system.3. New clarification added: Clarification Request 01:We, note that some of the required specifications are exclusive and create exclusionary circumstances for leading manufacturers in this field. Regarding to this, we kindly ask to review the required specifications of CT to give the possibly to participate in this procedure and provide equipment whose parameters give much more advantages than the parameters required in the Technical Specification documents. The required technical specification that needs to be changed are as below: - Single energy maximum power: min 100 kW (nominal) - Should change: Single energy maximum power: min 84 kW - Highest available pitch for single and fast dual energy acquisitions: min 1.5 - should be changed or be added " or equivalent" because other manufacturers use Normal Scan ( axial), the equipment make twice the same slices with different kV. - Highest gantry rotation time (360°) for single and dual energy scans: max 0.35 s - should be changed Highest gantry rotation time (360°) for single and dual energy scans: max 0.5s These technical requirements above do not make any difference in clinical examination compared with the advantages that our equipment offer.UNOPS Clarification 01:UNOPS advises that after a detailed internal review and considering the requirements as set by the end user and as agreed with the client, the Technical Specifications will not be adjusted as they will lower the performance level of the desired equpment. However, bidders are encouraged to participate in this tender and offer the item compatible with the one specified.
