New clarification added: Hello - my team has a series of clarifications to request on this Tender:The Section II document Part 5.f: "Payment Schedule" specifies a payment schedule based on specific deliverable assets labeled "Deliverable 5", "Deliverable 14" and "Deliverable 16". Are these numerical deliverable assignments defined in the Tender documents? One of the Branding/Design deliverables is to create Case Studies, Donor Information Flyer and Brochure . Are there existing reference examples of these assets or further detail available to aide our assessment of complexity and expected content? Is there any insight into the method of integration expected for the knowledge exchange platform anticipated for 2021? Specifically, can we expect that platform to be capable of interacting with the site via some form of API?What is the RFP Ref No? UNOPS shows "RFP/2020/15510" on the Tender Information Screen but the provided documents have a header defining the RFP Refernece Number as "11875-003/2020/07/09"In Form E, there is no Section 1.1 or Section 2.4. Is this intentional? We are unclear on the method of response for Form E. Should our Technical Proposal be a separately provided document that responds in detail to the full requirements, fulfilling the evaluation criteria outlined in Form E? Or should we be providing responses within Form E itself?Form E also has numerous references to the "Terms of Reference". This label is not used in any of the other tender documents; can you provide some clarity on what is being referred to with this term?AnswersMany thanks for your interest in the tender. Please find answers by question numbers below. The payment schedule will be adjusted so that the payment will be made by Lot upon the completion of the indvidual Lots. For Lot 3 payment will be monthtly at the end of the month upon submission of a monthly report and invoice. We have amended the Schedule of Requirements to reflect that and posted the revision today. We have also extended the deadline for clarifcations with 24 hrs. There are no current examples. We envisage the case studies to be a generously laid out 4 pager while the donor flyer would be more towards a 12 page size.Yes, the intention is for the platform to be able to integrate with API. The knowledge platform will be an amalgamation of content from a variety of partners. ICAT being just one of them. But we would also like to have a window into the knowledge platform on the ICAT website. Please refer to "RFP/2020/15510" There is a section 1.1 (Brief description of the organization, including the year and country of incorporation, and types of activities undertaken) but no section 2.4. 2.4 has been left out due to error in numbering, apologies for the confusion, but the form is complete as it is.Please answer directly in form E.The Schedule of Requirements is what is referred to as the terms of reference. Apologies for the confusion.

New clarification added: Regarding Lot 3:What is the general pace of ICAT? A High urgency / rapid response environment or is it more slower moving and consensus driven? What is the expected frequency of updates to the site after launch? Daily? Weekly? How many hours are needed per month on average for maintenance and security? How is content going to be managed for the websites? Are there multiple teams entering and updating content across each site or will this be managed centrally by a single team?Is the sites’ traffic seasonal or flat throughout the year? If seasonal, please describeAnswers:Many thanks for your questions. Please see below the answer by number of question.ICAT does not operate in a high urgency environment. It is expected that updates should be performed monthly but this can be negotiable depending on supplier's recommendation. The number for hours forecasted for maintenance should be towards the low end of the spectrum - more time intensive/less important updates can be performed at larger intervals (e.g. quarterly or bi-annually).Content will be managed by a single team. The website's traffic is stable across the year with peaks supporting certain project activities and events.

Is completion in November absolutely set in stone and, if so, why?Answers:Many thanks for the interest in the tender. Please find answers below. We are not able to say exactly when the contract will be awarded, but of course there will be flexibility regarding the time schedule should the contract be awarded late in September. Should the Lots be awarded to different suppliers, ICAT will act as coordination between the suppliers, and meetings will take place to best plan the work.Completion before the end of November is desired. Service providers may provide alternative time schedules, keeping in mind that proposals will be assessed against the Schedule of Requirements.

New clarification added: QuestionsWhat would the new sitemap (website structure and list of pages) look like? Would you like to add another page, or remove any? Currently, there are Home, About ICAT, Policy Assessment Guides, Country Activities, Related Resources, News, Webinars, Contact. This is the most necessary requirement in order for us to make a proper estimation. The Homepage is usually the most important page. With the Homepage to be redesigned, which essential part(s) of the current one would you like to keep? You mentioned, "enhance some of the functionalities of the website". If possible, could you kindly elaborate on specific features on the homepage? (rather than smart search, library system, interactive map,...)You mentioned, "Toolbox landing page that both showcases the tools available and guides the users in relation to their needs". What are these tools? You mentioned, "Evidence-based/figure driven". Is this similar to the "5688 customers, 15856 linked accounts, 195126 synced campaigns ..." part of this site (https://bigbom.com/en/)?You mentioned, "The website is currently hosted by an external host, ICAT is open to keeping this arrangement". Will that mean the supplier only provides the technical server and hosting support as well as website/CMS support and maintenance under the agreement, without charge for hosting fee (since you are already signed up for external hosting services?)?Answers: (Previously posted answers to this post was missing one answer)Many thanks for your interest in the tender. New clarification added: Question:The Branding/Design deliverable timeline is extremely condensed. Some initial time would need to be allowed for for research, discovery and discussion with the ICAT team about aesthetic and strategic direction. It does not seem feasible to accommodate that research, create three different approaches, facilitate selection and revision of those approaches, sufficiently refine a final selection and produce draft brand collateral in just one month. To do so would require significant sacrifices in quality or affordability. Does ICAT have flexibility in eliminating the requirement for multiple approaches, reducing the volume of expected deliverables in that month or capacity for a significant budget increase to accommodate the strain of the prescribed timeline?Answer:Many thanks for the interest in the tender. The research and discovery has been completed by ICAT and will of course be shared upon award of contract. The bidder may also amend the suggested timeline, keeping in mind that all bids will be assessed against the schedule of requirements including the suggested timeline.

New clarification added: Questions:Previously issued clarifications have made it clear that the project timeline is fixed. What is the rigid constraint driving the restricted schedule? (specific event, funding sunset, etc?) Based on the nature of that constraint, is there any flexibility to reorganize specific deliverables to create more capacity in the early stages of this schedule? For example; if an event is motivating the launch of the new site by November, is there flexibility to reorganize design/branding deliverables so that branding collateral such as document templates and business cards would be deliverable later in the process? We do not need to confirm exact reorganization prior to bidding but we are attempting to assess the level of rigidity in this accelerated timeframe.Answers:Many thanks for the interest in the tender. The timeline is how we would prefer it to look, however there may be some room for flexibility. Please indicate in your bid what you believe is possible keeping in mind bids will be assessed based on the requirements in the tender documents. Our preference is the deliverables according to the timeline to be able to begin using them as there is currently a gap. The branding and style approach should be established in order to apply to the website.

New clarification added: 1. You are asking for lump sum all inclusive pricing. We take this mean that only fixed price bids are acceptable, and proposal based on estimated costs will be adjudged non-compliant. Is this correct?2. What information you are asking for under 'Remuneration per Unit'? Are you asking for the applicable chargeable day rate for that resource?3. What is the difference between 'Qty' and 'No. of personnel'?4. Are you able to disclose the budget for each lot, or a range into which a viable budget is likely to fall for each lot?LOT 2 REQUIREMENTS5. What are your expectations, if any, regarding the migration of content from the existing website CMS (WordPress) to any new CMS (if different to WordPress)? Are you expecting any content migration to be delivered programmatically or manually, and by the supplier or the ICAT team?6. Please tell us more about the ICAT team that we might be working with, including their roles and availability.7. Your timeline for the delivery of Lot 2 does not allow much time for 'discovery' work i.e. user research and stakeholder consultation etc that would typically precede a website design and build process. Has your team already done the 'discovery' work?8 A possible future requirement is mentioned: "It is important to note that the website will need to be connected via a programming interface with an online knowledge exchange platform planned for development at the beginning of 2021. The purpose of this would be that selected content from the ICAT website (e.g. events, eLearning courses, blog posts etc.), as well as many other similar websites, are available via the knowledge platform." Are we correct in assuming that we don't need to provide any costs for this in a bid, and that the details of such work would be agreed as and when the time comes? Many thanks for the interest in the tender and the questions above. Please find the answers below:1. This is correct. The supplier should provide a fixed price.2. We are asking for the hourly/daily/weekly rate depending on the estimated needs of the supplier.3. QTY refers to the number of hours/days/weeks as applicable, while No. of personnel refers to the headcount of the staff for that specific task.4. We do not provide an estimate budgte, the supplier should offer their best technical and financial proposal.LOT 2 REQUIREMENTS5. Migration should be done by the supplier, and it would be their choice how they migrate the content most efficiently.6. The ICAT has a lean secretariat, the primary focal point would be the communications specialist. 7. A user-survey was conducted and there will be online analytics available from the current site that will be shared after contract award.8 That is correct, the integration is not a part of this tender.

New clarification added: In the Section Evaluation Criteria, it is stated that the Offeror must have an annual sales turnover of minimum 200,000 USD in any one of the last five years. We firmly believe that our agency would be a strong candidate for this tender; however, our annual turnover has been 120,000 USD. Does this mean that our application would be automatically disqualified from the competitive bidding? We would be grateful for your feedback so that we can understand if we should proceed with the development of the project proposal or not.
