Revising the Fiji Health Research Portal (Phase II)
BACKGROUND
In continuation of the recommendations made at the 2017 Asia Pacific Regional Meeting for National Ethics/Bioethics Committees (AP-NEC), MoHMS had worked with the Division of Pacific Technical Support of WHO (DPS) to evaluate the in-country ethics review process and relevant Research Ethics Committees (RECs) not only in the government but also in universities. The report made recommendations on review process in general and better use of the portal to optimize the whole process. The report also assessed the portal which has been developed and launched in 2013 with support of WHO. Since the portal was developed to support reviewers and administrators to process applications for research ethics, the report included issues with the function of the portal such as: limited access to the admin system; technical problems in distributing templates that have been accepted by the national review committee; limited functions to catalogue applications and search; limited displaying function to external audience of the portal; and other types of IT problems as it has been developed in 2013. In order to better support reviewers and administrators, it has been decided by MoHMS to fix technical problems and provide additional functions such as easy cataloguing and searching for external audience. Hence, this terms of reference recruits’ IT specialist (or a team of specialists) to provide hands-on support for revising the Fiji health research portal. In 2019, MoMHS and WHO had worked on the development of the health research portal, this contract is to complete the development that had been done in 2019.
PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
The proposed contact will work with the IT support team at the Fiji’s Ministry of Health and Medical Services (MoHMS) to complete the development of the Fiji health research portal.
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
Output 1: Initial Report
• Deliverable 1: The contractor submits an initial report that contains the results of the review on structure and web languages used in the website as well as report on the issues. This may include interviews with key partners at MOHMS and WHO to identify key technical problems in revising the website.
Output 2: Presentation of a draft system to the respective MHMS officials
• Deliverable 2: The contractor demonstrates a final product of the health research portal to the respective MHMS officials.
Output 3: Final report and hand over of final web software product
• Deliverable 3: After providing all support to the respective team at MoHMS, the contractor submits the final web software product and the final report which summarises IT support provided during the contract and recommendations for maintenance and further use of the portal. The contractor is encouraged to produce an operation manual of the web software.
Output 4: Hands-on IT support
• Deliverable 4: The contractor provides hands-on IT support in fixing the addressed issues and optimizing the website.
METHODS TO CARRY OUT THE ACTIVITY
- • Review the current structure and web languages that have been used in the website and identify potential issues.
- • Help choose the best way to fix the problems addressed of the website based on the recommendations and provide necessary IT support in fixing
- • Write a report on IT support in doing the above tasks and recommendations
QUALIFICATIONS & EXPERIENCE
Qualifications required:
An undergraduate degree (or equivalent) in Computing Science or Information Technology from a recognized institution.
Experience required:
- At least 4 years’ experience in ICT Support Services, Requirements gathering for Application Design or supporting an Enterprise Application.
- 2-5 Years’ experience in Systems analysis/Systems administrations.
- Knowledge in System Development Life Cycle, Project Management, Scheduling work assignments, settings priorities, escalation, incident management and knowledge base.
- Knowledge of performance tuning for Database and Applications.
- Experience in Data Analysis.
- Experience in designing and conducting trainings for Applications

ADDITIONAL INFORMATION:
The duration for the assignment is from August to December 2020, with 100 working days.
Proposed activities:
- Draft workplan submitted
- Submit the interim activity report of the activities
- Presentation of a draft system to the respective MHMS officials
- Submit the final report of the activities and hand over of final web software product
