Description

The purpose of the rapid assessment is to assess the extent of COVID-19 impacts on children and women’s protection and safety as well as the availability, access and adequacy of  protection and response services. In particular, it will investigate how COVID-19 has affected VAWC, including awareness of child abuse and GBV risks, the needs of women, girl and boy victims, reporting of abuse cases, access to help, and to quality and available protection and other support services both in the immediate term during the outbreak as well as in the medium to longer-term, considering the ongoing pressures that families may still be experiencing in the immediate aftermath of the crisis after social distancing measures have been  lifted. The assessment will inform appropriate interventions to prevent and address VAWC in Viet Nam under COVID-19 context in 2020, and to design targeted communication as well as policy advocacy action to ensure the protection and wellbeing of children and women in Viet Nam. It will better inform the works of UNICEF, UNFPA and UN Women to advocate to the Government of Viet Nam and the partners to strengthen the protection of children and women from violence and abuse during and after COVID-19 outbreaks.

The assessment has multiple objectives:

  • To assess the situation of girls, boys and women regarding their exposure to violence and abuse while social distancing measures were in place;
  • To identify potential VAWC risks against women and children as a consequence of medium to long-term socio-economic impacts of COVID-19 in Viet Nam;
  • To assess the availability, accessibility, quality, and coordination of services for women, girls, and boys to prevent and respond to violence and abuse in general and during the Covid-19 outbreaks;
  • To identify a research framework and questions to inform the development of the subsequent sentinel surveillance system and quantitative and qualitative analysis on the well-being of children, women and families affected.
  • To assess the awareness of the targeted populations on the issue of child abuse, DV/GBV and the surge during COVID-19 crisis and during lockdown in particular, as well as awareness on what to do in case they fall victim or witness child abuse, DV/GBV.
  • To identify key recommendations to inform targeted communication, advocacy activities and interventions to strengthen prevention and response to VAWC.

The final report of the rapid assessment is expected to be maximum length of 30 pages (excluding annexes) in English and Vietnamese to be accompanied with a 3-pager brief with key findings and recommendations.
