New clarification added: Dear Sirs and Madams,with reference to Section II_Schedule of Requirements, we kindly ask to clarify the followinf questions:7.3) UPS (Uninterrupted power supply) for digital system. Please, could you clarify if the UPS shall protect IT equipment and workstation only? Or shall the UPS protect the entire x-ray system?9.3) Bidder must have License for the right to work with ionizing radiation sources in Ukraine - issued by State Nuclear Regulatory Inspectorate of Ukraine. Kindly note that this requirement restricts the competition to local bidders only. Kindly confirm that international bidders can bid if:they are locally represented by the dealer of the offered brand, through the submission of a letter of appointment as local representative between the international bidder and the local company, or they submit a letter issued by the manufacturer confirming the local representation in Ukraine and training certificates for the local company in Ukraine,together with the Manufacturer's Authorization issued by the manufacturer for the bidder.Dear BidderThank you for your request.1. New clarification added: Dear cuetomer technical expertsPlease, be so kind to check our explanation of the pos. 4.7 Anode X-Ray tube heat capacity.Anode heating is a functional part of the system.the life cycle of the X-ray tube is affected by both the heat capacity of the anode and the rate of heat removal from it and the heat capacity of the X-ray tube body.To increase the service life of the X-ray tube in our systems, the peak heat capacity of the tube anode is software limited to 350,000 TO, while to maintain high efficiency and throughput of the system, high heat dissipation speed ( about 97 000 HU/min) and high heat capacity of the X-ray tube housing (about 1 350 000 HU) are provided.To prevent overheating and failure of the X-ray tube, constant temperature monitoring is performed with a warning in case of reaching critical levels.Is it enough arguments, if we use them at the description of the p. 4.7 of the Technical Bid FormDear BidderThank you for your request. We analysed it in detail according to our and the customer vision x-ray system for radiology.Flat-panel detectors. The requirement is to have two flat-panel detectors for the system. There is no restriction to give two wireless flat panel detectors. So, you are welcome to offer this option.X-ray tube stand. There are no limitations to offer “movable x-ray tube stand”. You are welcome to offer it.Load capacity. The requirements set the lowest figure for table load which is 220 kg. There are no limitations for you to offer the table with 300 kg load. You are welcome to offer it.2.1. Size of the table surface - not less than 2010 х 820 mm.Suggested: Size of the table surface - not less than 2010 х 800 mm.We accept this proposal.2.2. Adjusting the height of the table above the floor - In the range of 500 to 800 mm.Suggested: Adjusting the height of the table above the floor - In the minimum of 515 to 800 mm.The minimum tabletop height is required for the comfortable positioning of every patient even for sedentary and geriatric patients. We will accept this request and change technical requirements in Adjusting the height of the table above the floor - In the range of 500mm+ 15mm to 800 mm.2.4. The minimum parameter is 500mm, so if you are able to propose the one with 1000mm, we encourage bidders to offer better technical characteristic.2.6. Distance between the table surface and flat detector - not more than 70 mm.Suggested: Distance between the table surface and flat detector - not more than 73 mm.This distance is important for decreasing of patient dose and geometric distortion. It is very important parameter for smaller radiation dose. We accept this proposal in order to make wider competition.2.9. Focus to floor distance - not less than from 350 to 2000 mm.Suggested: Focus to floor distance - not less than from 350mm to 1800mm.All type of exams should be done with maximum patient and operator comfort. If You have better parameter, please offer it. There are a lot of patients with height more than 180 cm and they have to be examined with comfort too. We accept this proposal and change our tech spec in: “ Focus to floor distance - not less than from 350mm to 1800mm”.3.1. Vertical movement range (align top) - In the range of 400 to 2000 mm.Suggested: Vertical movement range (align top) - In the range of 400 to 1800 mm.All type of exams should be done with maximum patient and operator comfort. If You have better parameter, please offer it. We accept this proposal and change technical requirement: “Vertical movement range (align top) - In the minimum range of 400 to 1800 mm”.3.2. Motorized vertical movement - not less than 1600 mm.Suggested: Motorized vertical movement - not less than 1400 mm.The vertical stand should have motorized movement with more than 1600 mm run. This is a distance from lowest to highest position. It is required to provide all type of exams for all patient types. The decrease in requirements would worsen the proposal and convenience of several groups of patients.4.7. Anode X-ray tube heating capacity - not less than 600 000 thermal units.Suggested: Anode X-ray tube heating capacity - not less than 350 000 thermal unitsOur request for generator power is more than 50 kW. We did not state that we would need the tube of 50 kW exactly, so you are welcome to offer your solution. Anode X-ray tube heating capacity more than 600 kHU. You can offer more powerful generator with appropriate tube. The X-ray tube anode heating capacity is important for tube lifetime.5.4. DQE magnitude at 0 pairs of lines/cm - not less than 60%.Almost all manufacturers have the DQE values at different resolutions. If You have no DQE value at 0 pairs of lines/cm please indicate your value at 1 or 2 pairs of lines/cm. We will consider your proposal.
