The United Nations Children's Fund (UNICEF) hereby solicits your Bid for the subject requirements, in this connection please refer to the attached Scanned Invitation to Bid-Service (LRPS) documents. If you are interested to participate in this LRFP, you are kindly requested to submit your proposals electronically on or before the indicated closing date/time 05th July 2020, 12:00 PM Baghdad Local Time to the following E-mail address ONLY: irqtender@unicef.org

Tender documents relevant to this Requirements shall consist of the following:-
- UNICEF's Invitation to Bid (LRFP) no. LRPS-IRAQ-2020-014-(9158868) document. (Please make sure to sign, stamp page no. 3 “Bid Form” of this document and resend it along with your proposal)
- Annex A,B,C, and D : UNICEF Supplier / Contractor Profile Form [8 pages ] - to be submitted along with the technical proposal.
- Annex E : Receipt/Acknowledgment letter – to be returned immediately upon tender document receipt.
- Annex F: Statement of No Proposal – ONLY if you DO NOT INTEND to submit bid.
- Annex G: Vendor Registration Form - to be submitted along with the technical proposal.
- Annex H: TOR (Term of Reference).
- Annex I: BOQ - To be submitted along with the Financial proposal.
- Annex J: Arabic version of general terms and conditions.
- Annex K: Performance security bond.
- Annex L: Project Locations.
- Annex M: Lamella tube settler.
Notes: -
- Bidders should submit two proposals in 2 two separate emails. One email should contain a technical proposal and the second email should contain the financial proposal. Each envelope should be clearly marked “Technical proposal” or “Financial proposal” as the case may be. Electronic submissions are also allowed. Bids should be submitted to -mail: irqtender@unicef.org
- Prebid meeting: A mandatory pre-bidding security service conference will be held via Zoom, on 18th June 2020, information’s will be provided to you later on by Ali Al-Agha (aalagha@unicef.org), or Aseel Al-Jawadi (aaljawadi@unicef.org).
- The pre-bid meeting will be followed by MANDOTORY site visits to service location, this is to give the company an idea of the size and scope of the operational requirement. Submit site visit letter clearing that the site visit was conducted to the project locations otherwise the tender submission will be neglected. Site visit should be conducted within below dates:

- UNICEF has the right to split the award based on price, quality and or lead time.
- Partial financial proposal is Not permitted.
6. Questions from Proposers: Proposers are required to submit any questions in respect of this RFPS by [EMAIL] to salmukhtar@unicef.org; aalajawadi@unicef.org ; aalagha@unicef.org ; habdulrazzaq@unicef.org and aalhasneyani@unicef.org, The deadline for receipt of any questions is COB [28.06.2020].
- Performance Security: -The performance security bond is a written financial instrument issued by a bank that UNICEF-Finance shall recommend, in favor of UNICEF to assure fulfilment of the supplier’s obligations. The Contractor shall obtain a Performance Security for proper performance with a value of 10% of the value of the contract. The Contractor shall deliver a Performance Security within 5 days after receiving the contract (Performance security is a part of the contracts requirements and it must be sent with signed copy of the contract), The Contractor shall ensure that the Performance Security covers the entire contract duration until the Completion of the Works, which means until the Contractor has executed and completed the Works and remedied any defects UNICEF shall return the Performance Security to the Contractor within 30 days after issuance of the Final Completion Certificate.

- Please be informed that as per UNICEF’s standing Policy on e-mail transmission, e-mails over 4 MB in size are automatically rejected. Therefore, Vendors are encouraged to send their respective e-mail Bid in divided volumes and marked accordingly. Also, Vendors are encouraged to send their e-mail Bid at least 24 hours before the designated closing time to avoid any potential delay in the submission and hence, consequent rejection.
