Subscription to neural machine translation service

Background and objectives: The Documentation Division at the Department for General Assembly and Conference Management (DGACM) provides translation services in the six official languages. Translation is undertaken within eLUNa, a Computer-Assisted Translation (CAT) tool developed and used internally by the UN. To support the translation of UN documentation within its in-house developed CAT tool, the UN intends to subscribe to one or more Neural Machine Translation (NMT) services that include: A. Availability through an API. B. Support translation between some or all the UN official languages (Arabic, Chinese, English, French, Russian, Spanish) and/or German and Portuguese. C. Built-in mechanims to support data confidentiality. D. High-quality BLEU or equivalent blind test scores.
