New clarification added: Bidder's Query:Will UNOPS provide End User Certificates in PDF to aid in the purchase of the products since they are restricted materials? UNOPS Response:If and when required, UNOPS shall provide End User Certificates; the supplier will however provide a template for the EUC required.

New clarification added: Bidder's Query:Having further reviewed the question of training, our manufacturer's are confident this could be successfully achieved by way of video link training - is this acceptable?UNOPS Response:This has been taken into account in Revision #03 of this RFQ. The pricing sheet has incorporated costs as follows:1. Physical Trainings in each country2. One Physical Training of all 5 country representatives in Nairobi, Kenya3. Virtual Online/Video Link Training per country UNOPS shall determine the best option from the 3 above which gives UNOPS best value for money.

New clarification added: Bidder's Query:We note training on the kits and their application has been requested for each of the five designated user client sites.Taking into account costs of travel, accommodation and subsistance for the technician to go to each of the five sites Bujumbura, Kigali,Kampala, Nairobi and Dar Es Salaam would be substantially more than the cost of the test kits.Would it be acceptable for all training to be undertaken at one location, say Nairobi, which is easily accessible to the other four teams to attend, and for the training to be done on "Train the Trainer basis?" New clarification added: Bidder's Query:May we seek clarification on the number of tests each of the 5 designated users will undertake?Our manufacturer advises "As is often the case there is great confusion over the numbers of things as the words “test" and “kit" are used interchangeably and are sometimes used together, like “test kit” So, perhaps you can ask how many individual tests each “Kit” is expected to be able to perform. Since the tests are all disposable, obviously the number of tests will determine the price".UNOPS Response:UNOPS considers 10 sets of test kits (1 set to have 10 kits) therefore, in total, each Revenue Authority can do 100 tests.

If my solution comes in a box with 10 tests inside, is that considered 1 Field Test Kit or 10 Field Test Kits?UNOPS Response:UNOPS considers 10 sets of test kits (1 set to have 10 kits) therefore, in total, each Revenue Authority can do 100 tests.

Won't that make you change the request in future?UNOPS Response:Kindly note, UNOPS shall use the Lowest priced most technically acceptable offer evaluation Methodology.Furthermore, as stated in the RFQ Returnable Schedules; At the time the Contract is awarded, UNOPS reserves the right to vary the quantity of the goods and associated services specified in the RFQ, provided this does not exceed +/- 20%, without any change in the unit prices or other terms and conditions of the RFQ.
