New clarification added: The TOR requires that the training be 12 weeks long, however the project period is also described as being 12 weeks long (3 months from June to August 2020). Bidders would require time to conduct the necessary needs assessment and stakeholder outreach (as defined in the TOR) before selecting participants and conducting the training. In addition, time would be needed for project close out at the end of the training period. Therefore, are bidders able to submit a longer timeline than the three months listed in the TOR?Clarification - The project period in the Schedule of Requirement meant the period for training not for a vendor to prepare such training programs. Please also note that due to the coronavirus outbreak, unless curfew is lifted we may not be able to plan the trainings from June - August 2020 but at a later date this year when the outbreak dissipates. Bidders are able to submit a longer timeline than three months listed in the ToR.

New clarification added: -Regarding the 3 Lots, is it 200 students per lot or are the 200 students divided across all three lots (approximately 70 per lot)?It would be 200 students inclusive of three lots and it does not need to be evenly divided nor do you need to bid for all three lots. Please indicate which services (lots) you can offer your services and how many people can be trained in each lot you are bidding for. -A venue will fulfill your requirements other than it accomodating up to 40 people? Kindly provide more details.We need a venue that can accommodate a number of people who can be trained in your bidding form - one class should be able to accomodate 40 people or more.

New clarification added: - Please the eligibility is not clear for me, can you clarify it to me, please?The eligibility is listed in 01. Section I Instructions to Offerors section #4. - The other question, as I understood, it is kind of bids and there is no ceiling budget but you will select the winners with quality ( technically ) and (financially) low price, I am correct, please?There is no ceiling budget required for bidding and we will select the vendor based on technical and financial evaluation specified in Schedule of Requirement and other documents attached.

New clarification added: Question: 1. How have the vocational streams been identified for this training? Was a market assessment completed? If so, can the assessment be provided for organizations preparing submissions? If not, can organizations include a market assessment as part of the submission?The vocational streams have been identified using recommendations from the attached report. What supports or activities are available for training participants to facilitate their move to into the workplace after completing the training? Are these types of supports to be provided within submissions for this RFP or are they included in a separate project/funds/activities? Can you provide details on existing projects, if these are to be used in coordination with the provision of proposed training?There are no concurrent projects that link to this initiative. It would be considered an advantage if such support was part of the proposed training. You can include the cost associated with the support separately in the submission for this RFP if you would like to include it.3. Are there expectations that training participants receive formal certification or equivalent upon completion of the training courses? If so, what certifications or bodies should submitting organizations review/consider?This is not an expectation. However, if a bidder also happen to be a certifying authority, this may be considered in the review of submissions. Participants should receive an informal certificate of the training program.4. What are the requirements for the course hours, etc. included in the RFP based on? Can you share the source for these criteria?The course hours are specified in RFP Schedule of Requirement, and based on considerations around learning requirements and the possibility to participate in the course in concurrence with other studies or income-generating work. We cannot provide further information in this regard. If you would like to propose alternative course hours, please provide a justification in the submission.5. As per the RFP, organizations must provide the venue for the training, can equipment costs also be included in the submission? Are there any restrictions or guidance that UNOPs would like organizations to follow on this subject (for budget or other considerations)?If you can provide such, please provide the venue and equipment associated with the training separately in the costs. UNOPS does not have further guidance on this subject. 6. Are there criteria/expectations for the characteristics of participants in the training? If so, can you share them?Submissions, including training programs, that are based on a gender analysis would have a strong advantage. Participants should not be over 30 years of age. They should also be motivated to internalize the training.7. For the 200 participants, how should organizations determine the number of training participants to include in each of the three training streams? Are there expectations of the minimum or maximum number of participants in each stream? If so, can you provide those details? We are looking for 200 participants inclusive of three different streams. Please include the number of participants for the particular training streams you can offer. While there is no need for bidders to bid for all three lots, bidder must specify the number of participants they can accommodate per training.
