Consultancy – Tobacco cessation services in Nauru
BACKGROUND
NCDs are the leading cause of death in Nauru. According to the 2016 STEPS survey, the current smoking (includes both daily and non-daily smokers) prevalence rate among adults age 18-69 years is 46.0%.
Nauru has made significant strides in strengthening tobacco control since becoming a Party to the WHO Framework Convention on Tobacco Control such as increasing taxes on tobacco products, implementing smoke free public places, and prohibiting tobacco advertisement.
While some limited tobacco cessation services are provided they are ad hoc, and no tobacco cessation system or structured referral mechanisms currently exist.

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
The purpose of this activity is to develop tobacco cessation services standard operating procedures (including forms and other necessary materials) for clinical settings in Nauru as well as to provide hands-on training for, and implementation of, the protocols and guidelines in Nauru.
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
- • Key informant interviews in Nauru to inform tobacco cessation standard operating procedures (SOPs), guidelines for clinical settings development
- • Drafting of clinical SOPs as well as tracking and assessment tools
- • Facilitation of in-person training to health professionals for implementation of the protocols in Nauru
- • Facilitation of implementation of pilot tobacco cessation services
- • Work closely with WHO consultant based in Nauru and WHO staff based in Fiji
METHODS TO CARRY OUT THE ACTIVITY
Output 1: Tobacco cessation services standard operating procedures for public health settings (including primary health care) settings in Nauru developed consistent with WHO guidance integrated into the Nauru Package of Essential NCD interventions, consulted with MOH and WHO, drafted and finalized (after Output 2 is delivered).
Deliverable 1.1: Standard operating procedures for public health (specifically primary health care) (including selective nicotine replacement therapy use)
Output 2: Training for implementation of the protocols and guidelines in Nauru delivered.
Deliverable 2.1: Tobacco cessation practical-based training conducted for at least 2 health promotion staff and at least 2 NCD management staff involved in NCD screening and management in Nauru and assessment of skills.
Deliverable 2.2: A tobacco cessation training summary report describing the training delivered.
Output 3: Final report of the pilot of tobacco cessation services conducted for at least 24 weeks to at least 20 tobacco smokers
Deliverable 3.1: A plan for delivering tobacco cessation services based in Nauru to at least 20 people including tracking of patients/services, gathering data, interviewing health workers and patients (as appropriate)
Deliverable 3.2: A study report detailing the findings from the tobacco cessation services pilot and recommendations for refinement of the Nauru tobacco cessation protocols and service delivery
QUALIFICATIONS & EXPERIENCE
EDUCATION
Essential: A degree in public health, medicine, nursing, psychology, sociology, anthropology, or related field.
EXPERIENCE
Essential: At least 2 years of experience related to tobacco cessation.
Desirable: Experience with providing intensive tobacco cessation training, preferred.
Experience working in a Pacific island on tobacco control or tobacco cessation preferred.
TECHNICAL SKILLS & KNOWLEDGE
LANGUAGES
- • Fluent in written and spoken English
- • Spoken Nauruan an advantage
