New amendment added #4: Evaluation Criteria (Qualification Criteria)"Financial Capability: The minimum average annual turnover of the company for the last 3 years shall be at least the value of the price value of the total Contract. Bidder must submit audited financial statements for the last 3 years."shall be amended to read"Financial Capability: The minimum average annual turnover of the company for the last 3 years shall be at least 200,000 US$. Bidder must submit audited financial statements for the last 3 years."The aim of this criteria is to help us find suppliers who can prove, throught their financial statements, that they have successfully delivered projects above our project size and value to satisfactory capacity thereby demonstrating their capacity to support our own project with sufficient independent, financial capability.

New clarification added: NEW WEBSITE FEATURES (CONT)For the simple newsletter subscription, is it okay to propose third-party solutions like MailChimp and to have it integrated into the site? Third party-solutions are of course allowed in order to provide services requested the RFP, where relevant. Offerors should propose solutions which will best meet the requirements and provide the most suitable holistic solution. Will there be any new content added to the new site or only use the existing content on the current site? Yes, new content will be developed and added to the site as part of the design and build. The dynamic content under the “news” section as well as static content under “resources”will be expected to be used in the new site; however other content shall be newly developed in Q1 of 2018.Does UNOPS have branding guidelines in place for the envisaged website? WSSCC has branding guidelines, and these will be made available to the selected Offeror upon award.Responsive Website: What mobile platforms need to be supported (iOS, Android, Windows)? All of the above, and different browsers, IE, Opera, Firefox, Chrome, as listed in the Schedule of RequirementsWhat are the documentation requirements? e.g. system manuals etc. Offerors should create the documentation which it believes will sufficiently and holistically enable WSSCC users to engage with the platform, as per the Schedule of Requirements, and illustrate that plan in their proposal. Minimum documentation is listed in the Schedule of Requirements under deliverables. Are there any third party integrations in scope? No other third party integrations are envisioned in the scope at this time, apart from those listed in the Schedule of Requirements under Section 4 (ie. Youtube). Are there any API’s which need to be developed? No API is required to be developed as part of this work. GENERALTechnical Proposal documentation length is limited to 25 pages. And we understand that as requirement, but we would like to know if you would accept longer documents or they will be scored with minus 2 point or disqualified? We would like you to maintain a concise technical proposal submission enabling us to review in a comprehensive and efficient manner. Please note that this page limitation only refers to the technical proposal (the document which outlines your response and includes details on workplan, timelines, team structure etc). Please note that the documents you submit as part of the Returnable bids or as Annexes are not considered part of the Technical Proposal document proper, and therefore would not count as the 25 page limit. Please note you would not be disqualified due to a longer proposal but providing an unnecessarily lengthy Technical Proposal may affect the points allocated.

New clarification added: NEW WEBSITE FEATURESHow is the 'membership section' is linked with Sharepoint site. Is it an API call ? There is no API data link. It is an external link to a different server which hosts our Sharepoint member platform and database.Please explain the requirement "ability to create new RSS feeds" ?The website should be RSS compatible so that users who have a web or desk based feed reader, can get our latest website updates instantaneously. It is a standard tool for delivering automatically all Website updates to interested subscribers. However, as stated in the Schedule of Requirements, WSSCC would like to create and deliver, as needs arrive, new dedicated RSS feeds, such as a WSSCC Health RSS, which segregates content for readers who want only that kind of update from the website and not all updates.Please mention what level of social media integration is required. Are embedding the code from respective social media channels and two way communication required ? Embedding the code from respective social media channels and two-way communication respond to the described requirements as per the Schedule of Requirements Section 4. The offeror should suggest a responsive and suitable solution to provide social media integration.Map: Should map show any data ? or Would you like to have a feature that take users to respective country program page when they click on particular country map? We would like to have the Map display data and also be clickable. Innovative solutions in response to this point will be welcome. Translation of website : Shall we use Drupal multilingual mechanism instead of Google translation? We do not specify what exact mechanism you must use, but you should suggest a technically suitable solution that meets our requirements. The request is to have the site design so if multi-lingual content is produced, it can be displayed appropriately. As per the Schedule of Requirements, the site’s primary language shall be in English. Minimum multi-lingual functionality should include French. Regarding the e-Newsletter kind of feature, do you have any solution or tool in mind? We have no required solution in place and look forward to your technical solutions.Does donation feature require integration with payment gateways ? Is a donation function required to be developed on the site? We have a payment gateway and this gateway will be the same for the new site. The vendors can see it on the current website under the Donate button and this should be integrated.Learning and sharing are the key features of this platform, Do you currently use any LMS like moodle? We would also like to know the level of integration required ? Learning and sharing are not key features of this platform. We do not use Moodle.Please provide a definition of SLA required and its scope (hosting vs website maintenance). We expect the offeror to propose a suitable SLA that is industry-standard in order to respond to a range of issues (range of priority from low to critical). The Offeror should provide this matrix as per the RFP request. This SLA will be reviewed by the evaluation panel and determined if it satisfactorily shows the Offeror’s responsiveness rate to resolve any issues for website hosting. Also, we will need Knowledge transfer on the application features and technology architecture before starting support activities. Please review the Schedule of Requirements, section 5, which overviews the time which offerors should include and further detail regarding information gathering and preparation for any support. Is the scope of work is limited to migrating content/functionality under http://wsscc.org/ domain? Yes, the offeror is not modifying/migrating sites like Donation site (https://secure.donationpay.org/wsscc/), Job Site (jobs.unops.org) etc.

New clarification added: Second round of clarifications are listed below: GENERALHas a budget range or limit been set by the organisation for the project? Please reference the UNOPS Procurement Manual section 8.4.3. The method to award against RFPs are through a cumulative analysis of the proposal’s technical and financial components. Please reference the “Evaluation Method Details” under particulars of the e-sourcing tender for these details. The proposal which offers the best value for money shall be recommended.Why did you choose Drupal instead of WordPress? We consider Drupal a platform with greater potential by our organisation for development; Drupal is also the standard website platform used by most UN agencies and intiiatives .Would you like solution to be flavoured as a Knowledge Management platform to serve the goals and objectives of UNOPS-WSSCC ? Please carefully review Section 3 of the Schedule of Requirements, which clearly describes the objective of this website solution. This solution is focused on external outreach and not as a knowledge management platform, per se, although - as described throughout the Schedule of Requirements - ease of access to WSSCC research, reports and other evidence-based documentation shall be important content. Please clarify the ISO 270001 requirement. Is it for the hosting part or it should be as a joint effort between hosting provider, development firm and yourselves? ISO 270001 is an information security management international standard. It is not a joint effort involving UNOPS and should be a certificate for which the offeror is able to provide documentation at the time of submission, should they hold it. Please review the documents we are requesting in order to demonstrate capacity for Hosting, Maintenance and Support as per the details of that evaluation Criteria. Timeline: We believe that building the new platform based on the approved design followed by the content loading will take around 8 weeks. In this scenario, the UVT can start only on 2nd April. In the remaining 4 week window, the UVT, upload of new content and User Verification can happen. This will ensure a 1st May go live. Would UNOPS be open to such a plan? As per the Schedule of Requirements, the most essential deadline is the go-live deadline of 1 May 2018. As requested in the Criteria section on Timelines, bidders should clear define and justify all workplan timelines which lead up to that point demonstrating its ability to meet this deadline. Do you envisage onsite visit of team member(s) to UNOPS office?The offeror is expected to propose a suitable solution to provide services in response to the Schedule of Requirements, including methods on information sharing and teaching which will meet our needs. The Offeror should determine if or how much of the service requires on-site presence. If engaging in a JV response, will two contracts be signed (individually with each JV party)? There will be only 1 contract signed against this RFP. With a Joint Venture Agreement, one party shall be the main bidder with whom UNOPS signs the contract.
