(STC) Health technology assessment (HTA) for universal health coverage: Guidance development and implementation, and linking HTA to pricing, reimbursement and benefit package

1. Background

The Malaysian Health Technology Assessment Section (MaHTAS), Ministry of Health (MOH) Malaysia, was established in August 1995 to provide input for the formulation of policies and/or decision making related to health technologies based on scientifically rigorous evidence. MaHTAS was given the mandate to conduct health technology assessment (HTA), mini-HTA and rapid assessment on new and existing health technologies. The MaHTAS is given the responsibility to identify and, subject to evaluation, encourage adoption of new or novel devices and diagnostic technologies with potential to improve patient health outcomes and/or to drive efficiencies in the use of health-service resources. MaHTAS has been developing HTA reports. Only a few countries have developed medical technology guidance such as Canada and NICE in the United Kingdom (UK). MaHTAS would like to understand the core principles of NICE guidance and develop medical technology guidance similar to NICE in the UK.

2. Purpose/Specific Objective of the Activity

Purpose:

1. To provide support on the development of medical technology guidance based on HTA assessments or technology review reports and its implementation and provide training for MOH officers on the steps to develop medical technology guidance
2. To develop a framework on pricing, reimbursement, and benefits package based on HTA or technology reviews reports and provide training for MOH officers on applying the framework

Strategic objectives:

1. Short term objectives are to build capacity for MOH officers, so they are able to develop medical technology guidance and implement the framework on pricing, reimbursement and benefit package
2. Long term objectives are to assist policymakers and stakeholders with using HTA reports linking HTA to pricing, reimbursement and benefit package  

3. Description of activities to be carried out

1. Desk review 
2. Workshop convened
3. Travel to Malaysia from home country, in economy class, using the most economical route and most direct (ticket to be issued by WHO) if applicable
4. Five days in Malaysia working with the MOH in Putrajaya with per diem according to WHO rules and regulations (TA to be raised by WHO)

Output/s

Output 1: To provide support on the development of medical technology guidance based on HTA or technology review reports and its implementation and provide training for MOH officers on the steps to develop medical technology guidance

Deliverable 1.1: Outline steps and process to develop medical technology     guidance based HTA or technology review reports

Deliverable 1.2: To design and participate in three-day workshop to build capacity for MOH officers on medical technology guidance development

Output 2: Develop a framework on pricing, reimbursement, and benefits package based on HTA or technology reviews reports and build capacity for MOH officers on applying the framework

Deliverable 2.1: Develop a framework on pricing, reimbursement and benefits package based on HTA or technology reviews reports

Deliverable 2.2: To design and participate in a two-day workshop to build capacity for MOH officers based on applying the framework

Education/Qualifications

An advanced university degree in health sciences, economics with Masters or PhD in International HTA/Health Economics/Global Health or other relevant postgraduate qualifications

Experience

Broad experience in HTA and health economics with involvement in HTA guidance development and implementation as well as in pricing, reimbursement and benefits package. Active involvement at international level in this area either in Health Technology Assessment international (HTAi), International Network of Agencies for Health Technology Assessment (INAHTA) or International Society for Pharmacoeconomics and Outcomes Research (ISPOR).

Skills

-Excellent knowledge in HTA with ability to design, conduct and facilitate training;

-Good knowledge and technical skills in linking HTA to pricing, reimbursement and benefit package for health technologies

-Good knowledge and skills in developing guidance based on HTA reports

Languages

English (Read - Write - Speak / Expert or Intermediate)

Additional information:

                WHO will review all the proposals and take the best proposal, based on the prevailing industry rates
