RFP-2018-15 Database and Analysis Consultancy for ESA Regional Strategic Information Hub
The purpose of this Request for Proposal (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to carry a consultancy for the Regional Support Team for Eastern and Southern Africa (RST ESA) to expand the ESA Regional Database, populating it with data available from all the countries in the region on sexual and reproductive health and rights (SRHR)/HIV and Sexual and Gender Based Violence (SGBV) compiled from global reports, as well as those available in country ‘Situation Room’ dashboards, cross-sectional surveys, prevalence studies, bio-behavioral surveillance and other reports.
The regional database will thus complement the HIV and AIDS-related global standardized estimates, GARP and health sector indicator data available through UNAIDS Headquarters and AIDSinfo, with additional thematic and sub-national epidemiological, behavioral and response-related information related to SRHR and SGBV. There will be every attempt made to include age and sex-disaggregated data, at national and subnational/city levels, and as much information as possible on key populations at higher risk, and women, young people, adolescents and children, including data collected from community outreach and programmes.
In addition, the Consultant will be required to support Situation Room activities, such as integration of key SRHR/HIV and SGBV indicators into the platform, user trainings, planning meetings, dataset and dashboard preparations for launch events and establishment of the Regional Technical Support Team.
The Consultant will assist the RST Strategic Information Adviser and Data Analyst in data triangulation and analysis to produce value-added Strategic Information products as required by RST and regional and national partners for monitoring and understanding the Joint UN Regional Programme results. This is expected to comprise more detailed analysis of both recent and historical data available on SRHR/HIV and SGBV indicators to generate trends and detect gaps.
The foreseen contractual period is for a maximum of 120 days in a six month’s period from the starting date of the contract.
UNAIDS is an organization that is dependent on the budgetary and extra-budgetary contributions it receives for the implementation of its activities. Bidders are therefore requested to propose the best and most cost-effective solution to meet UNAIDS requirements, while ensuring a high level of service.
