Description
Tender description: The consultancy objectives for the CPM are to monitor the Executing Agency (EA) programme implementation in Nigeria for the Global Sanitation Fund, to verify EA's compliance with its contractual TOR, to oversee EA's due diligence on the use of funds and the application of systematic regulations and rules of the EA in implementing the funds, and finally, to provide professional and independent recommendations to the GSF.
NB: This is a re-tender of previous RFP/2018/4096; to be considered for this activity, you must submit a proposal to this tender.

New clarification added: Please see responses to clarifications below: In order to qualify for a technical evaluation, bidders must pass the qualification criteria established for this RFP. In this case the below are qualification criteria we are requesting for this work. Should the bidder not meet all of these criteria, we will be unable to pass them for technical consideration. Offeror is required to demonstrate they have a license to operate in Nigeria and have an office location in-country.Offeror has been providing similar services (monitoring, evaluation, audit, oversight of sanitation and health programmes) in the past 3 years, 2 of which have been delivered in Nigeria.Offeror has been providing similar services (monitoring, evaluation, audit, oversight of sanitation and health programmes) in the past 3 years, 2 of which have been delivered in Nigeria.There should not be any adverse report regarding the supplies for at least five years preceding the date of bid opening.Financial Capability: The minimum average annual turnover of the company for the last 3 years shall be at least 100,000 USD. Bidder must submit audited financial statements for the last 3 years.There is no upper limit for the service and selection is based on the most competitive offer. The recommended offer for award wil be made based on the calculations as illustrated in the Particulars Tab of this tender. Bidders are encouraged to offer competitive prices in line with the market. UNOPS adheres to public procurement rules as outlined in the Procurement Manual. As such, best value for money is an essential tenant of any procurement.
