Invitation for Bids: Project Acceptance Assistance to Projects Strengthening Regional Capacity on Following ODS Depletion Protocol (Phase II)

 

To each relevant department:

      In 1991, the Chinese government has joined signing the Montreal Protocol regarding to Ozone Depleting Substances (ODS) depletion. To achieve continual fulfillment to this agreement, of phasing out ODS, China drafted and implemented a series of sectional plans, and published related laws and regulations. To thoroughly implement ODS Control Regulations and other policies published by the Ministry of Environmental Protection (MEP), it is necessary to establish a sustainable ODS management mechanism, and determine management responsibilities for regional environmental protection departments. In 2014, Foreign Economic Cooperation Office (FECO) of the MEP, has signed projects agreement on Strengthening Regional Capacity on Following ODS Depletion Protocol (Phase II), with environmental protection departments from 27 provinces/autonomous regions/ municipalities and 4 specifically-planned cities.

      So far, the project from one of the provinces has passed project acceptance. For the rest of the projects, FECO is now soliciting a technical support organization to assist on project acceptance work on 30 provincial (municipal) implemented projects. The project implementation authorities are all located in provincial capitals. The information and requirements are:

  1. Job Content

      Assisting FECO to draft a primary-inspection procedure and inspection standards, developing a performance evaluation rating system for acceptance, a project acceptance report template, also giving primary-inspection to project completion reports and submit primary-inspection reports. Deploying one financial expert, two technical experts, to work with Project Team 3 on-site to form a project acceptance team. To keep on schedule, there needs to be at least three project acceptance teams working at same time. The project acceptance team will need to travel to the project implementation authorities and work on-site, verifying the completion status, fund spending status, and account journals. The on-site acceptance assignments include:

  1. Listening to project implementation authorities about their work plans and status reports.
  2. Reviewing project documents of operation and achievements, e.g. activity announcements of project research and investigation, project publicity and training, supervision and enforcement, and policy research, as well as meeting minutes, reports, result data, etc. The purpose is to verify the integrity and outcomes of the activities.
  3. Validating project fund management and spending status, e.g. checking the income and expense status, comparing account journals with financial management requirements; Ensuring the consistency between payments and activities, if there is a difference, determine if it is within the adjustable range.
  4. Communicating with implementation authorities, inviting them for discussions, if there are questions, inviting them for clarifications.
  5. Taking a field visit if needed.
  6. Validating completion status and document the achievements, submitting acceptance report 10 work-days after the on-site project acceptance finished.
  7. According to the technical experts short list provided by FECO, each acceptance team is allowed to hire two experts to join the acceptance work (expert fee needs to be higher than 1000 CNY/per person per day, after tax).
  8. Ensuring a minimum of two work-days of on-site acceptance work (including travel) and 1.5 work-days of primary-inspection report work and acceptance report work, at each implementation authority.

  1. Performance evaluation rating system;
  2. Project acceptance report template;
  3. Supporting FECO to complete acceptance work and finish acceptance reports in 30 provinces (cities), regarding to Strengthening Regional Capacity on Following ODS Depletion Protocol (Phase II).
  1. Schedule

      The candidate will support and complete acceptance work at 30 implementation authorities from June 2018 to December 2018. The acceptance reports must be submitted within 10 days after the project acceptance day.

  1. Bidding Organization/Staff Requirements

Organization requirements:

  1. A minimum of 5 years of company’s financial assessment record, and successful experience on initiating comprehensive project assessment;
  2. Familiar with Multilateral Fund requirements, and past participation in performance assessment on Multilateral Fund Projects;
  3. Organizations who have audit work experience with Multilateral Fund Projects will be considered with priority.

Staff requirements:

  1. Financial Expert
  1. At least 5 years of experience on corporation financial assessment/inspection;
  2. Has acquired Certified Public Accountant (CPA) for at least 3 years.

            c.         Familiar with financial requirements for ODS depletion project            implementation.

  1. Technical Expert

            a.         Senior Professional title, at least 5 years of experience in ODS depletion.

            b.         Familiar with ODS depletion project implementation requirements and management procedures.

VII. Additional Notices

1.   Envelope requirement: the bidding document package should contain one outer envelope and two inner envelopes. Outer envelope should be indicated with project name, name of organization, mailing address, name of contact and phone number. Two inner envelopes should be indicated with “Technical Proposal”, and “Quotation”; outer envelope and inner envelope should be sealed, and applied with official stamp.

2.   Staff CV requirements: the staffs listed by the bidding document should provide their CV and information according to the invitation-for-bids-document requirements, with their signatures. CV format see below.

3.   Technical proposal requirements: please follow job content to draft your technical proposal, and give specific and detailed information of your approach, methodology, and work plan. This information is the essential part to our consideration. If failed to elaborate on the job content, your technical proposal will be considered unqualified, and not accepted by FECO.

      Please strictly follow Law of the Peoples Republic of China on Invitation and Submission of Bids and requirements from project management to draft your bidding document. If there are illegal conducts, FECO will investigate and give stringent punishment, based on the enforcement of Law of the Peoples Republic of China on Invitation and Submission of Bids and FECO’s Announcement of Penalty to Illegal Procurement Conducts.
