New clarification added: Question1: Please clarify the following on “Alternative offers” which is allowed as per RFQ – Section I - “Instruction to Bidders”, item 3 (Bidder Eligibility), for a single Bidder with no partnership or sub-vendors to this RFQ:For the same Manufacturer can we offer two Models as alternate to meet the minimum and maximum of the specification?Answer: Alternative bid is not acceptable. Please provide us with your best option.Ques1.2: Manufacturer named “MGFR” has two Dozers “DZR24” and “DZR26”. Can we offer both the Dozers as alternate within the same Manufacturer and for a particular LOT? Answer: Alternative bid is not acceptable. Please provide us with your best option.Ques1.3: For the same Model number of a machine, can we offer alternate / options for various items? Example is Wheel Loader Model “XYZ” has option of two engines E1 and E2. Can we offer the Model XYZ with two options – “XYZ-E1” & “XYZ-E2”? Answer: Alternative bid is not acceptable. Please provide us with your best option. Question2: Please refer to Point 13.2 of your “General Conditions to the Contract” wherein you have mentioned that UNOPS may terminate the contract at any time, in part or full, in case UNOPS is unable to proceed with the performance of contract or due to shortage or termination of funding to the UNOPS. This condition needs to be waived / cancelled as once the contract is signed and the machines are ordered for manufacturing, cancellation of the ordered machines will not be possible / acceptable. Please provide clarification and confidence building on this clause which is very risky for the supplier. Answer: The funds is available for this project. On the other hand, the interested bidders must confirm their acceptance to UNOPS General Conditions when they submit their bids.

New clarification added: Question 1: With regard to Lot 4 -Trailer head, we are still awaiting your response on the following:1.1 6x4 drive (3 Axle) or 4x2 drive (2 Axle) – which one needed? Answer: Transmission: 10 forward /2 rear / Manual – you are encouraged to review the tender documents carefully.1.2 Gross Combined Mass (GCM). Answer: Not requested. You are encouraged to review the tender documents.1.3 Manual Transmission or Automatic Transmission – which one needed? Answer: Manual Question 2: Supplier does not have local agency in Yemen. They provide several alternatives of after-sales service. Please advise which one of following alternatives can be accepted.1. Buyer of the vehicles sends technicians to supplier to get a free training which lasts 1-2 weeks. Supplier will pay for the food and accommodation. Buyer takes the travel expenses.2. Supplier has cooperative dealer in Saudi Arabia which can provides after-sales service. They can dispatch technicians from Saudi Arabia to Yemen to do the maintenance whenever the maintenance is needed.3. Supplier provides emergency spare parts delivery and remote technical support in one-year warranty. (Maximum 3 times a year for air freight, unlimited for maritime transport) 4. Supplier dispatches technicians to Yemen and stay there to provide after-sales service within warranty. Buyer pays technicians reasonable salary and pay for their food, accommodation and travel expenses.Answer: Non-of them. Question 3: Please confirm whether the GCC(Gulf Cooperation Council) certificate is necessary for the trucks during the customs clearance.Answer: The customs clearance is the supplier’s responsibility. Question 4: Please clarify the period for which the 5% Performance Bank Guarantee is to be valid, i.e., till delivery of machine to site or for a specific time period?Answer: The bank guarantee must be valid three months after the delivery of the equipment. Question 5: As the Lot 3 has been subsequently clarified as Wheel Loader, need a clarification. Lot 2 Wheel Loader is for Landfill Application and will work in Landfill Area? Lot 3 Wheel Loader is for General Truck Loading at the Cleaning Yard and not for Landfill Application?Answer: please refer to the tender documents which mentioned that Lot 2 Wheel Loader is for Landfill applications , and for Lot 3 Wheel Loader is for general purposes.

New clarification added: Dear Bidders, Please ignore the above clarification that consists of 7 questions and answers. The correct answers for the below raised questions and our official responses in connection to the Request for Quotation, ref. RFQ/2018/4498 : Question 1: You have mentioned in the General Terms and Condition that UNOPS is exempted from paying Custom Duty and Sales Tax. As per this term we are taking the Custom Duty and Sale Tax amount as NIL. All other cost for delivery of the machines to Sana'a and Aden are taken minus the Custom Duty and Sales Tax. Please clarify our understanding is correct and also confirm that you would be providing us the exemption letter for the Custom Duty & Sales Tax, addressed to Customs Authority Yemen Sea Port?Answer: Yes, UNOPS will provide a tax exemption letter to the supplier. In this connection, the supplier must coordinate with UNOPS prior to any shipping process until UNOPS provides the tax exemption. Also, the supplier will be responsible to furnish all shipping and transport documents to enable us to provide the Tax Exemption Letter. The supplier must consider any admin fees/costs relating to his shipment for any customs duty and sales taxes; these costs must be borne by the supplier.This shall form part of the official solicitation documents. New clarification added: Dear Bidders,Please note the below raised questions and our official responses in connection to the Request for Quotation, ref. RFQ/2018/4498 : Question 1: Should he hold Yemeni nationality?Answer: No nationality is excluded from this tender, please refer to the tender particulars. Question 2: how we will send the (Tender entry guarantee) to you by online?Answer: Please refer to our answer to question 3 dated on 30th of May 2018. Question 3: is there any performance guarantee for this tender? Answer: please refer to the tender criteria. Question 4: Must the supplier have past experience for such equipment? Answer: please refer to the tender criteria. Question 5: Please advise the Material Density (kg / m3) of Waste to be handled?Answer: The required waste compactor trucks’ capacity is to be 8 m3 of compacted waste and you can do the conversion to get in Kg or Ton. Question 6: Please reconfirm that the required Bucket Capacity of the Shovel Truck is 3 to 4 m3? Answer: Yes, we reconfirm. Question 7: For each of these vehicles, the Incoterm is listed as DAP. However, immediately following the Incoterm listing, is the statement "The supplier is responsible 100% for all import issues, customs clearance, transport, loading and offloading, and dealing with local authorities to ensure good delivery." DAP Incoterms 2010 states the buyer is responsible for "Customs import formalities, duties, interior taxes, special taxes, and procedures." Can UNOPS please clarify what it means by "...all import duties, customs clearance..."?Answer: The supplier is responsible 100% to deliver the equipment or trucks to the destinations mentioned in the RFQ. However, UNOPS can assist the supplier by issuing a supporting letter that confirms that the shipment belongs to UNOPS.Question 8: Lot #3: shovel truck, if you mean by shovel truck a wheel excavator -according to your previous reply.kindly notice that the required weight of the machine min. 16000 kg, while the they required bucket capacity (3-4) M3. If you need bucket capacity around 3.5m3, means machine weight will be around 60,000kg, then power of engine should be higher too. If you mean by shovel truck is wheel loader, then your specifications of bucket capacity and machine weight is ok.Answer: The required is a WHEEL LOADER, maybe in the previous clarification, it was a typo-mistake. Question 9: Regarding Lot 4 in your enquiry (Trailer Head) – please specify which type you want – 6x4 drive or 4x2 drive. Also please let us know the GCM (Gross combined Mass) of the Trailer Head?Answer: Please refer to our specification in lot 4 where it mentioned that the required is 10 forward X 2 rear. Question 10: Regarding Lot 6 & Lot 10 in your enquiry (Tipper Trucks) – please specify exact payload required for the Tipper. Also please let us know What material will be carried in the Tipper? Answer: The range of the payload required is between 4 to 8 tons. And bidder can quote within this range. Please refer to the specs in these lots. Question 11: Regarding Lot 5 & 9 in your enquiry (Waste Compactor) – please let us know What type of waste – Is it House hold waste or Industrial waste?Answer: It’s household waste (Municipal Waste).This shall form part of the official solicitation documents. RFQ/2018/4498: Question 1: Kindly what you mean in your clarification number one that the supplier will take of maintenance during the warranty period. Is it normal maintenance or just services to correct manufacturer's defects as per normal warranty policies. Kindly clarify this as this has a cost implication?Answer: What was meant by the responsibility of the warranty is the maintenance/replacement of manufacturer’s defects as the regular warranty.Question 2: Regarding the landfill Bulldozer / what kind of attachment required for the land fill application and what is the real application for the machine?Answer: Please refer to the schedule of requirement of lot 1 & 7.Question 3: Regarding the landfill Wheel Loader / what kind of attachment required for the land fill application and what is the real application for the machine?Answer: Please refer to the schedule of requirement of lot 2 & 8.Question 4: Regarding the landfill application, we need to know what kind of attachment and accessories required to be fitted on our machines?Answer: This RFQ is only for the supply of equipment and trucks as clearly stated in the RFQ.Question 5: Regarding the Shovel Truck, we need more specification & pictures?Answer: The specification provided are sufficient to quote, and no pictures can be provided as no specific brand or specs are required. Question 6: For Lot # 3 shovel truck, Is that machine crawler excavator crawler wheel loader or normal wheel loader?Answer: Please refer to our answer to question one in this clarification. Question 7: For Lot # 4 and # 9 waste compactor trucks: the required engine power is 190HP while the capacity around 10/12 tons not needs that power of engine?Answer: Due to the mountainous terrain, the 190 HP power of the engine was required, so please stick to the required specs. Question 2: As for metal the waste containers, kindly provide reference photos or better – reference drawings?Answer: The containers required are based on intentional Standard, and you can find relevant pictures in the internet based on our specifications.Question 3: Regarding "Clarification on the Bin lift types", please provide more details regarding:a. Trunnion lift: The bin is lifted via its side mounted trunnions. What are Trunnions? b. Comb lift: The bin lift features a hydraulic comb lift which clamps along the edge of the bin using a comb clamp?Answer: a. Trunnions are pins on the sides of the waste containers that support lifting the containers for unloading to the truck. Trunnions are international waste containers standards; you can find more info in the internet.b. Comb lift is exactly like you mentioned and it’s one of the international waste containers standards. Question 4: This tender mentioned 3 different surface handling: galvanized, hot dip galvanized & powder coating. Do we need to quote all options or just one of them? Answer: For the body of the containers, we need the bins to be galvanized sheet with painting. As for the warranty section, it was only a clarification for bidders if they will quote the other options which are the powder coating or hot dip galvanized. However, the bidder can quote for all the options if they like to. Question 5: According to your request we would like to ask for the exact address for deliveries of the products. This to quote the right logistics?Answer: for Sana’a city, delivery is to the general department of cleaning yard at 60 M road Attan area. For Aden city, the central workshop for Aden Cleaning an Improvement Equipment - Dar Sad district (please refer to the schedule of requirement). Question 6: Please can you assist with a picture of the product; what shape would you prefer?Answer: Please refer to our answer to question 1 in this clarification. Question 7: from our experience, a CBM of 1.1 at 1.5mm thickness has a weight of 125Kgs and a carrying capacity of 400 kgs, however, your requirement asks for weight of 130 kgs at a thickness of 3mm for a carrying capacity of 800kgs, this is practically unattainable. Either consider increasing the weight of the CBM or reduce the carrying capacity?Answer: According to our specification, the 800kg is projected as the max weight and in accordance with the waste density in Yemen.This shall form part of the official solicitation documents. RFQ/2018/4498 : Question 1: Do you require that the vender must have network of maintenance and repair in Sana'a and Aden?Answer: We require to have the availability of the spare parts in the Yemeni local market. Hoverer, the supplier will be responsible for the maintenance during the warranty period since the items required are brand new. Question 2: For safety and security reasons can we offer delivery of CFR Aden port?Answer: No, the items should be DAP to the specified locations.Question 3: how far is Al Azrageen and 60 M road Attan area from aden port? I tried to google but no result? And how far Ber Al neama’a area (Alboregah road) and how far from Aden port?Answer: Sana’a is the capital city of Yemen and is a different city. You can check the google map between Sana’a and Aden. While Ber Al neama’a area (Alboregah road) is an area inside Aden itself which is around 15 KM from Aden port. Question 4: When you indicate that goods shall be delivered custom cleared, do you mean that there will be Import and other Custom Duties to be paid? or will UNOPS facilitate Tax Exemption provision? Kindly clarify.Answer: The supplier is responsible 100% for all import issues, customs clearance, transport, loading and offloading, and dealing with local authorities to ensure good delivery. However, UNOPS will only provide the supplier with necessary letters to the authorities. This shall form part of the official solicitation documents. Please be guided accordingly.Thank you.

New clarification added: Dear Bidders, Please note the below raised questions and our official responses in connection to the Request for Quotation, ref. RFQ/2018/4498 : Question 1: Please advise if the sides of the tipper bodywork must be fixed or drop down?Answer: The sides of the tipper must be fixed. Question 2: Please advise if the rear side must have automatic locking? Answer: The rear side should not be automatically locking.Question 3: Regarding the requested thickness, i.e. bottom 8 mm, side 6 mm please advise if it is accepted a thickness of 5 mm bottom and 3 mm sides. This is due to the fact that we need to get to the requested payload between 4 and 8 tons. With the requested thickness of 8/6, the bodywork will have a superior weight and it cannot get to the requested payload. Please, if it is possible, reconsider this point ? Answer: The required thickens cannot be changed, because it must be strong enough to withstand the load. This shall form part of the official solicitation documents.
