“The ongoing conflict in Yemen has caused significant disruptions to the supply chain and to the overall availability of services. In light of the reduced or even absent provision of public services, communities have adopted various coping strategies, including using alternate water and energy sources, relying on alternate service providers and community-based service delivery initiatives to address the shortfall. UNOPS is undertaking a multi-sectoral engagement aimed at restoring urban services mainly in energy, urban roads, WASH and municipal services in targeted cities in Yemen using an integrated approach. The Yemen Integrated Urban Services Emergency Project is funded by the World Bank, through its fund for the poorest countries, the International Development Association (IDA) and jointly designed between the World Bank and UNOPS”

New clarification added: Regarding Lot 2 , there is a discrepancy between the BOQ and section: System component specification , also discrepancy between the BOQ and specification in returnable bid schedule 4. Which one prevail ?UNOPS REPLY:- Solar Inverter shall be either a group of single-phase inverters connected in parallel with total rating not less than 60kw, for maintenance preference, or three-phase inverter with same rating.- Supplied batteries shall have specification and total capacity as mentioned in the annexes. Connection of the batteries to match the supplied inverters with rated voltage ≥ 48 Vdc.- Regarding cables, as many connection configurations can be provided by suppliers, where the cables sizes will be changed, the cables sizes calculations shall comply the specified standard in the cables specifications IEC 60287. In case of 3*10mm2 and 1*50mm2, are valid if single-phase inverters group is used.

New clarification added: Regarding the Returnable Bid Schedule 15, Declaration, it mentions about the "authorised witness". Is there any requirement about the authorised witness?UNOPS REPLY: No specific requirement for the Authorised witness, however, he has to acknowledge that the declaration is true and correct, and he makes it in the belief that a person making a false declaration is liable to penalties.

New clarification added: Question:Could please explain what do you mean by the addendum at the last page of the returnable schdules and how many are they and which ones are theyare they the whole package of the tender please explain UNOPS REPLY: In which you have to acknowledge receipt of any Addenda for this ITB, which have been taken into account in preparing the bid

New amendment added #1: Dear Bidder, Please note that Amendment 1 consists of the four clauses listed below. This document is considered as integral part of this ITB.Clause 1 – Amendment of all Annexes # 1.A, 1.B, 2.A, 2.B & 3.A, 3.B: 1. Section "Technical Requirements" under each of the above mentioned Annexes, was amended to change the modification in the system requirement to read as follow:“The Bidder can propose any modification in the system equipment keeping the safe & reliable operation of the load and maintain the system integrity. The bidder shall include the price of any extra material or equipment resulted from the proposed modification of the system in the BoQ. Bidder may, at their discretion, modify the quantity of any bill item to suit their proposed system. Bidder shall not add any additional item to the BoQ”.Clause 2- Amendment of Implementation Plan:Section "IMPLEMENTATION PLAN" was amended to read as "All works (including procurement of materials, installation, testing, commissioning ..etc) shall be completed in 90 Calendar days from the commencement date".Please refer to Document Tab to find the revised Annexes under the following names:.· Annex 1. New clarification added: Question: 1- Regarding annex 1 A - Quantity of 4c*16 sq.mm cable in BOQ is 142 meters which is wrong according to table in 8.11.6.3 part the total length will be 392 meters UNOPS REPLY: Cables lengths estimation detailed in the table 8.11.6.3 to be used. ============================================================= Question: - Number of PV modules don’t match number of strings in Junction box They ask for 425 PV modules 320w, 7 Junction Boxes with , 4 strings in each box so the total 28 strings if we put 15 PV modules in each string means 420 PV modules But the required 425 PV modules. We can solve it by using 16 PV modules in 27 string which means 432 PV modules, hence extra cost or by using 330 w, 420 PV modules. UNOPS REPLY: The total number of PV modules is correct as clarified in drawings. Please note that, Array arrangement determined by the inverter input capacity within the determined range in Inverter specifications. ========================================================= Question: - They ask for earthing pit for every single DB (Distribution Board) which means TT earthing system, so earth leakage protection will be mandatory but they didn’t mention it. We can solve it by using RCD for each DB but that means extra cost, or by installing main earthing grid located near the inverter and run earth cables for all DBs UNOPS REPLY: Earthing system requirement is clear according to mentioned standards. Regarding the increase in the cost, it is not a proper time to talk about yet. Therefore, your technical offer shall be clear and detailed.

Connection of the batteries to be match the supplied inverters with rated voltage ≥ 48 Vdc============================================================= Question: - Cables between Inverter and batteries: DC Cable single core 50mm2 While the required inverter is 60kw single phase 48 Vdc the rated DC current will be 1250 amp which requires very very big cable.It is again recommended to use 3phase inverter to solve this mistake. - Cables between Inverter and ACDB: AC Cable 3x10mm2 While the required inverter is 60kw single phase 220 V the rated AC current will be 350 amp which require very big cable. It is again recommended to use 3phase inverter to solve this mistake.UNOPS REPLY: Regarding cables, As many connection configurations can be provided by suppliers, where the cables sizes will be change, the cables sizes calculations shall comply the Specified standard in the cables specifications IEC 60287. In case of 3*10mm2 and 1*50mm2, are valid if single-phase inverters group is used.

New clarification added: Question:We saw that you dont require Returnable bid schedule 2 (Bank Guarantee), my question is, do you not require it for current time of bidding ( which is 2.5 % of the total bid price)Waiting for your early reply.UNOPS REPLY: Bank Guarantee form is not required to be filled submitted along with your bid before the bids submission deadline. However, as per ITB’s particular; please note that in case of awarding; an amount of the Bank Guarantee for performance to be provided under Sub-Clause 4.2(a) of the General Conditions in the amount equal to 10% of the Accepted Contract Amount. Queation: For returnable bid schedule 7: insuarance, can we choose insurer from bidder country? Meanwhile now we can only provide potential insurer information, the policy No and Renewal date are not available because it is impossible to sign any insurance contract during current process.So can we left policy no and renewal date blank?UNOPS REPLY: Bidders are to provide details of insurance policies required under Schedule 14 of the Contract. Bidders are advised that UNOPS may request copies of the insurance policies and any endorsements during the review of bids, including amounts of any deductibles and all exclusions.

Is it okay we create the document by ourself.UNOPS REPLY: Please create the document by yourselfQuestions 2: There is no bid security requirement, so do you still need us fill the blank of clause 6 in form of bid?UNOPS REPLY: There is no bid security requirement. However, performance security is required as per ITB's particular " Performance security" Question 3: The quantity of BoQ in Annex 1, 2 and 3 is different from system description, so which one previal? UNOPS REPLY: The BoQs prevails if there is any discrepancy

New clarification added: Question 1:Regarding Tender ITB/2017/2652,is there pre-submission meeting so that we can take clarifications from your side UNOPS REPLY: There is no pre-submission meeting Quesion 2:Regarding the delivery period and installation and implemetation , you mentioned it is 90 days only but i think that this period is not enough since that the manufacturing process takes at least 2 months and the shipping take one month and half for batteries and also for large inverters , so the time is very short and suggest that the tike should be at least 4 months and half for shipping ,delivery and implementation Awaiting your urgent response Note : shipping nowadays to Aden port also takes long time becuase of the war UNOPS REPLY: Please be informed that the implementation of these projects is under emergency context. The duration was studied by engineers on the ground. If any of the bidders has any comments or concerns; then they can include in their methodology of implementation.
