Description

The WHO programme on HIV is located in the HIV, TB and Malaria Cluster (HTM). The HIV programme is guided by the Global Health Strategy for HIV 2011-15. The objective of the Department of HIV is to lead an effective, organization wide HIV effort to support member states in the implementation of the strategy.

                        

The Treatment and Care (WHO/HIV/TAC) unit is one of the core technical areas within the Department of HIV. Its major goal is to lead and oversee the development of global evidence-based norms, standards and guidelines related to the use of antiretroviral drugs for treatment and prevention. Through its leadership and convening role, WHO/TAC takes the lead in the ARV normative guidelines.

                                                 

The purpose of this Request for Proposal is to enter into a contractual agreement with a successful bidder and select a suitable contractor(s) to complete the following tasks:

 

  1. Finalise a systematic review protocol to review available evidence relating to the PICO question(s) identified as priority for guideline development in 1 or more of the PICO groups (A to F). This protocol will need to be submitted to Coordinator of the Treatment and Care team unit.
  2.  
    1. Conduct a systematic review and meta-analysis of the available evidence (randomised controlled trials, quasi experimental studies, observational studies and ongoing studies) to answer the PICO question(s), including conducting searches, data extraction and analysis. Evidence should be assessed using established quality assessment tools.
    2. Prepare a draft report of the systematic review to include methodology, results and conclusions.  The GRADE tables should be attached and the data used to develop meta-analyses need to be made available in electronic format and shared with WHO. 
  3. Prepare a Summary of Findings table (as per GRADE) and a Powerpoint presentation of key findings in format as determined by WHO HIV TAC for the WHO 2015 ARV Consolidated guidelines development meetings (June-Sep 2015) in conjunction with WHO HIV TAC technical lead for subgroup PICO group.
  4. Incorporate feedback into the systematic review and update the report and related annexes, and submit the final product to the HIV department.

 

Taking into account the high degree of expertise required by the bidder, the bidder can either opt for applying with consortia members, and/or opt to submit a proposal for sub-sections of the systematic reviews listed in paragraph 3.3 of the Request for Proposals (RFP) main document. Therefore, the bidder can either submit a proposal for the overall Request for Proposal or for subsections (A,B,C,D,E and/or F).

 

The work is estimated for a period of initially 6/7 months (December 2014/January 2015 to June 2015.

                       

Submission of proposals:

                   

  1. No later than 27 October 2014, 17h00 Geneva time (CET), the bidder shall complete and return by either email or hard copy to WHO (only when this step is completed the bidder is regarded as a prospective bidder):

 

  1. The enclosed “2014HTMHIV007_4_RFP Acknowledgement Form (Sytematic Review PICO ARV).doc” form completed and signed as confirmation of the bidder's intention to submit a bona fide proposal and designate its representative to whom communications may be directed, including any addenda; and

 

  1. The enclosed “2014HTMHIV007_3_RFP Confidentiality Undertaking (Sytematic Review PICO ARV).doc” form completed and signed.

                                                                                                                                                                    

  1. No later than 27 October 2014, 17h00 Geneva time (CET), the bidder shall submit (if necessary):

 

  1. The enclosed “2014HTMHIV007_7_RFP Questions from Bidders (Sytematic Review PICO ARV).xls” form completed, if relevant. All relevant questions will be considered, answers will be compiled and communicated to all prospective bidders.   

                                                                                      

  1. No later than 13 November 2014, 17h00 Geneva time (CET), the bidder shall submit:

 

  1. A covering letter signed by the bidder or the respective authority when the bidder is not an individual.

 

  1. The Proposal (including, but not restricted to, technical and financial documents).

 

  1. The enclosed “2014HTMHIV007_5_RFP Acceptance Form (Sytematic Review PICO ARV).doc” form completed and signed.

 

  1. The enclosed “2014HTMHIV007_6_RFP Completeness Form (Sytematic Review PICO ARV).doc” form completed and signed.

 

All documents must be received at WHO at the address specified in section 4.8 Sealing and marking of proposals of the RFP no later than 13 November 2014, 17h00 Geneva time (CET).
