Description

The WHO programme on HIV is located in the HIV, TB and Malaria Cluster (HTM). The HIV programme is guided by the Global Health Strategy for HIV 2011-15. The objective of the Department of HIV is to lead an effective, organization wide HIV effort to support member states in the implementation of the strategy.

 

The Office of the Director, Department of HIV (WHO/HIV/ODH) is responsible for leading, overseeing and coordinating the policy, technical and management areas within the Department of HIV. A major responsibility of ODH is the development and dissemination of global HIV and viral hepatitis strategies and policies and to ensure coherence of such policies and strategies with those of WHO as a whole and other relevant WHO programmes.

                             

The main objective of the Consultant  is to provide management support and policy advice to the WHO Department of HIV in the development of two global strategies for the period 2016-2021 on a) health sector response to HIV and b) viral hepatitis. . 

 

Under the direction of the Senior Advisor, Strategy, Policy and Equity of the Department of HIV the consultant will have the following outlined tasks:

 

  1. Develop and update, in collaboration with the Senior Advisor, Strategy, Policy and Equity  and PDI Project Manager, a detailed work plan for the development of the global HIV and viral hepatitis strategies.

 

  1. Coordinate the WHO HIV Strategy Steering Group and the WHO Hepatitis Strategy Steering Group. Organize and prepare regular meetings of the two Steering Groups and monitor the execution of agreed action points.

 

  1. Act as secretariat for the HIV External Advisory Group (HIV-EAG) and the Hepatitis External Advisory Group (HEP-EAG). Organize and prepare regular meetings of and communications with the two EAGs (mostly virtual meetings).

 

  1. Facilitate internal and external communication (in association with the HIV Department information officer) on the strategies development process and ensure updated mailing lists and contact database. Prepare, or support preparation of, slides, presentations and summary of work for meetings, websites and communication to external and internal partners.

 

  1. Support the coordination of the external consultation process, including a) supporting the preparation of background materials, including technical papers and presentations; b) facilitating organization of country, regional and stakeholder (including Strategic and Technical Advisory Committees, civil society, donors and development partners, UN agencies) consultations; and c) coordinating an on-line public multi-stakeholder consultation. Prepare reports of these consultations and synthesize inputs to guide revisions of the draft strategies.

 

  1. In association with the Project Manager PDI, write and process the terms of reference and/or outlines for contracting of appropriate technical and logistical expertise involved in the strategies development process, including for technical writer(s).

 

  1. Coordinate the work of the strategies writer(s) and manage the different versions of the draft strategies.

 

  1. Support the development of background documents and preparations for HIV and hepatitis agenda items to be considered by the WHO Executive Board and the World Health Assembly. Prepare communications on and monitor full and timely submissions of all components of the comprehensive guidance based on roles assigned in the work plan, from all sub-groups and contributors, and ensure that an accurate filing system is maintained.

 

  1. Facilitate support to the strategies publication and products in terms of lay-out and printing, production, translation and proof reading in English.

 

  1. Produce final report of strategy development process, including findings of the consultation processes, discussion of issues specific to HIV and to viral hepatitis, and recommendations for future WHO strategy development processes. Compile consolidated file of all relevant materials relating to the strategies development process,

 

The work is estimated for a period of initially 18 months and for 20 days per month.

  1. No later than 15 October 2014, 17h00 Geneva time (CET), the bidder shall complete and return by either email or hard copy to WHO (only when this step is completed the bidder is regarded as a prospective bidder):

 

  1. The enclosed “2014HTMHIV006_4_RFP Acknowledgement Form (Support to GHSS and GHS).doc” form completed and signed as confirmation of the bidder's intention to submit a bona fide proposal and designate its representative to whom communications may be directed, including any addenda; and

 

  1. The enclosed “2014HTMHIV006_3_RFP Confidentiality Undertaking (Support to GHSS and GHS).doc” form completed and signed.

All relevant questions will be considered, answers will be compiled and communicated to all prospective bidders.

  1. A covering letter signed by the bidder or the respective authority when the bidder is not an individual.

 

  1. The Proposal (including, but not restricted to, technical and financial documents).

 

  1. The enclosed “2014HTMHIV006_5_RFP Acceptance Form (Support to GHSS and GHS).doc” form completed and signed.

 

  1. The enclosed “2014HTMHIV006_6_RFP Completeness Form (Support to GHSS and GHS).doc” form completed and signed.

 

All documents must be received at WHO at the address specified in section 4.8 Sealing and marking of proposals of the RFP no later than 22 October 2014, 17h00 Geneva time (CET).
