Under this column, refer to “Fixed 60 sites, with Annex 4 list of 43 approved sites + future additions” referring to?Question: Will the data be collected in 60 sites or 43 approved sites plus future (unknown number of sites). How many sites should we plan for?CLARIFICATION No. 3:The Scope of Services under “Field Data Collection” indicate that the local survey firm will conduct:Household and customer interviewsCommunity-level socio-economic assessmentsMeter readings and basic technical observationsQuestion 1: What exactly is the difference between “Household and customer interviews” and “Community-level socio-economic assessments”?Question 2: What is the number of clients from where “Meter readings …” will be conducted?UNOPS Response:1. It is possible that not all of the 43 sites will be visit. However, sites indicated as "Commissioned" will be visited upon request from SEforALL. Baseline visits for the sites that are "Not yet commissioned" will be determined on a case-by-case basis" and determined by SEforALL.2. Bidders are requested to quote a price for every approved site (43 in total) as per Section III - Form B. The price for the additional sites will be applied as per the closest sites price to the identified site.3. Household and customer interviews will investigate the project impact at respective dwelllings/premises that are connected to the projected. Community-level socio-economic assessment will investigate the project impact at the village level. A random sampling approach will be used to select 20% of the end-user benefiaries with meter readings across each of the project sites.

Clarification regarding Team Leader expertise2.1 Schedule of Requirements Document - Page 8Team Lead: Must have at least seven (7) years of relevant experience either in power engineering, mini-grid development, socio-economic assessment and/or financial audit. Must be fluent in the English language.Q. We would like to reconfirm that there is no requirement for the team leader to be proficient in any local language.3. Clarification regarding Gender balanced team 3.1 Returnable bidding forms documentTechnical specifications for services – Comparative Data Table11. Provide a breakdown of team composition by gender and explain measures to ensure gender equity in the team structure and fieldwork approach. Attach the firm’s gender policy if applicable. Q. We observe that the requirement for gender balanced team that was present in the older schedule of requirements document has been omitted in the newly issued version. However, in the returnable bidding forms document, we observe that there is a requirement mentioned regarding proposal of a gender balanced team. Kindly requesting for clarity on the expectation regarding gender balancing of the project team.UNOPS Response:2. The Team Leader does not have to be proficient in local languages. However, it is a requirement for the team members to be proficient in local languages.3. Suppliers are required to clearly state the team composition by gender and explain measures to ensure gender equity in team structure and field work approach.

New clarification added: Can a firm submit quotation to carry out only some of the requirements, for example, just financial audits/spot checks?UNOPS ResponseAs per the Tender Particulars, partial quotations are not allowed. Bidders must quote prices for the total services for the total requirement requested. Evaluation will be done for the total requirement.
