Does it discard to participate with Building Contractor of Grade one?UNOPS Response: The requirement clearly states that , the bidder has the registration under the category/grade from Grade one (1) to Grade three (3) general contractor in the body that governs and regulates the construction industry in the Country.

Bill 1 – Mobilization:Item 1.1 (Signboard): The price is listed as a lump sum, but the associated quantity is zero. This renders the item unpriced. Please confirm the intended quantity or the lump sum value to be applied.UNOPS Reponse : An amendment is provided and the quantity is amended to be 1. New clarification added: Vendor's clarification requestOur company highly appreciate the responses associated with this tender, However, in the ammendement for particulars on joint venture (JV) , 2) Qualification Criteria , 2.4) Registration under category from Grade 1 up to 3, the revised must meet criteria for joint venture is equivalent for each party as it require each jv parties should be above Grade 3. In our understanding and regular tendering practices , Joint venture is conducted to cover (Complement) one another and become competent for the qualification. Thus, we request your office the category requirement shall be revised so that The main contractor is grade 3 or above and the subordinate contractor is grade 5 or equivalent specialized in one sector (Site works). UNOPS response: Please note that the qualification requirement has been intentionally defined to allow contractors registered from Grade 1 up to Grade 3 to complement each other within a Joint Venture arrangement . Accordingly, all JV partners are required to fall within the specified Grade 1–3 range, as stated in the tender document so as to ensure quality delivery. While the specified grade required for the JV partners is grade 1 to 3, they can still be benefiting from complementary strengths within the permitted grading range. Please also note that in addition to submitting bids as JV ventures, bidders are also allowed to proposed subcontractors and suppliers.

New clarification added: Bidder's clarification request Given the coming days are Ethiopian Christmas holiday and most of our workers will leave for the holidays and join their families, we don't think we can prepare and submit the bid within the specified deadline.is there a possibility of of extending the submission date for a week or so?UNOPS response Please note that an ample solicitation period beyond the minimum days required for this process has been provided considering the holiday. We advise bidders to submit their bid before the deadline. Thanks

New clarification added: Vendor clarification request: Since the Driveway work is highly associated with imported material asphalt and volunarable to inflation, a detail study is mandatory. Accordingly, we request your office to facilitate a Site Visit and project scope breifing orientation on site. UNOPS response: Please note that project scope briefing will be provided during the pre-bid meeting to be held today ( January 5, 2026) at 11. 00 a.m. with regard to the site visit, it is clearly stated under the particular section of the RFQ ( under the subsection: Additional information) that while aA Site inspection will not be held, however, bidders may carry out their own Site inspection with the prior written approval of UNOPS. This measn , those bidders interested to carry out the site visit on their own, can write an email to UNOPS via ( amareg@unops.org) so that the UNOPS team can facilitate the communication so that they can go to the site and inspect on their own.

New clarification added: Vendor's clarifcation request: The tender incorporates different disciplines such as Drive way, Fountain work, Landscaping and Generator house so that tangeble experiance on road work, sanitary works ,electrical and civil works are important. Hence, inorder to diversify the specialization, we found a joint venture is appropriate. Thus, we request your office to detail down all the requirements for joint venture approch as it lack in Qualification and Technical criterias of the solicitation. UNOPS Response Please note that an amendment is provided to include provision of joint venture ( if applicable for vendors). In addition please also note that, if applicable bidders are provided to nominate their subcontractors.

New amendment added #1: This amendment is done for amending the following reasons: To extend the bid clarification to 2026-01-06 13:00 UTC ( 4 P.M East African Time) and bid submission deadline to 2026-01-09, 08:00 UTC (11.00 a.m East African time) To include the provision of Joint venture for vendors who are interested to submit as joining venture. Accordingly Schedule 0.3 Joint Venture Partner Information ( optional), is included in the returnable bidding forms. On the evaluation criteria, additional information is provided on how a specific criteria can be evaluated in cases of joint ventures. These are provided in blue texts on the amended solicitation document uploaded under the document section. Under the returnable bidding document - 4.7 Contractor's Equipment and Machinery, an additional equipment, Tracked Asphalt Paver machine (Medium-Class) - Hopper Capacity:12–15 tons - qty 1 is added . The same addition is done in the amended solicitation document under the document section of the RFQ. Note: except for the above amendments , all the other parts and contents of the solicitation document remain the same.
