New clarification added: Questions:- The following points require clarification for the HVAC : Ameen Nasser Hospital :1. Cooling Capacity and Fresh Air: The cooling capacity of the unit is insufficient to handle the fresh air load, even with an ERV, due to the dry-bulb and wet-bulb temperature in Aden. Marib Hospital :1. VRF Outdoor Unit Casing: The VRF outdoor unit does not have a double-skin construction.2. VRF Outdoor Unit Capacity: The cooling capacity of the outdoor unit is too small to feasibly contain two compressors.3. Refrigerant Type: The use of R32 refrigerant may be limited. Clarify if R410A is an accepted alternative.4. AHU Cooling Capacity: The total cooling capacity of the AHU is identical to its sensible cooling capacity. Therefore, this unit cannot handle latent heat from the recirculated air.5. Clean Room Controls: The proposed DDC control and VFD cannot maintain constant air flow and pressure for the served Clean Room. Specify the type of control that will maintain a constant air change per hour (ACH).6. Return Diffusers: The use of perforated return diffusers is not acceptable, as they do not meet multiple design requirements.7. Ductwork Quantities: The quantity of GI ductwork does not match the quantities required for the outside and inside insulation.- Furthermore, We would like to clarify points regarding the electrical works.1. As per the of the lighting specifications in the BoQ are different from the lighting specifications in the drawings, shall the contractor provide the lightings upon the BoQ or drawings specifications?UNOPS Answers:Ameen Nasher1-The fresh air load and cooling capacity calculations were performed using HAP 6.2 based on Aden’s climatic conditions, and the results confirm that the selected unit capacity is sufficient to handle both the sensible and latent loads, including the fresh air requirement.Marib Hospital:1- Please be informed that this requirement was stated in the specifications to ensure proper thermal and environmental protection for the units.2-Please note that the selected VRF outdoor unit model includes a single high-efficiency compressor suitable for the stated cooling capacity. The BOQ description is generic and does not override the technical specifications. The unit fully complies with the cooling load requirements, and the presence of a single compressor in this capacity range is standard and acceptable.3-As clearly stated in the specification:“Refrigerant to be of environment friendly (R-32).”Accordingly, R-32 is the primary and required refrigerant type for this project, due to its better environmental performance and higher efficiency when compared to R-410A (lower GWP and improved capacity per unit mass).4-Please note that the HAP 6.2 calculations confirmed that both sensible and latent loads are met according to the design conditions, even when the total cooling capacity appears equal to the sensible capacity in the output tables. The software performs detailed psychrometric analysis that ensures the unit’s ability to remove latent heat and achieve the required indoor humidity level. Accordingly, the selected AHU fully satisfies the project requirements with no deficiency in latent-load handling.5-Please note that the system is designed as CAV, where the required ACH and pressure are achieved through constant supply airflow with manual balancing. Therefore, DDC or VFD room-level control is not required for this application.6-Kindly note that the use of perforated return diffusers complies with the functional requirements of ASHRAE 170. The standard does not prescribe specific diffuser types, but rather emphasizes achieving proper airflow patterns, pressure relationships, and contamiPerforated return diffusers offer uniform ceiling-level extraction, reduce turbulence, and support laminar flow patterns, especially in spaces where minimizing air recirculation and maintaining directional airflow are critical. Their implementation aligns with the ventilation and infection control objectives without conflicting with any code requirement.7-Please note that the BOQ quantities under this item represent non-insulated GI ductwork only, as the insulated ductwork quantities are already included and covered under the insulation BOQ items. Therefore, the quantities shown for this item are correct and intended only for non-insulated duct sections, while all insulated ducts are measured, priced, and accounted for within the insulation items. For the Electrical comments it is the same of # Q10 .Regards,

New clarification added: Question:Subject: Request for Shop Drawings - Item 1.2.2, Mechanical (Plumbing) SectionWe are writing to you regarding documentation for Project No. 2: Dr. Amin Nashir Higher Institute of Health Sciences in Aden.During our review of the tender/construction documents for the Mechanical – Plumbing section, we noted that Item 1.2.2 – which pertains to the "supply and installation of 4*3*3m glass-reinforced plastic tanks complete with steel supports, filling, drain, and overflow pipes, pool edges, float valves, pipe fittings, manholes, access panels, stainless steel ladders inside and outside the tank, complete with all valve fittings, a 2-inch fill water pipe connected to the existing water pipe, and all associated civil works..." – lacks the accompanying detailed shop drawings. These drawings are essential for a comprehensive understanding of the item requirements and to ensure the accurate execution of the works as described in the specifications. Since the lack of these drawings prevents us from preparing an accurate and complete quotation for the item,to ensure clarity and proceed with our work according to the required design, please provide us with the detailed shop drawings related to this specific item as soon as possible.UNOPS Answer:under bill item 1.2.2, the detailed shop drawings are normally the responsibilities of the selected contractor’s scope. These shop drawings shall be prepared and submitted by the approved manufacturer/vendor in accordance with the project specifications and the supplier’s technical data. The design drawings in this tender will provide only the general arrangement and location, while the final fabrication and installation details are issued by the contractor as per the procedures of the tank manufacturer.Regards

New clarification added: Question:We have a few questions regarding: Both LOT#1 & LOT#2 in Electrical Division No. 02, specifically within the lighting section.1. We have noticed discrepancies between the specifications listed in the BOQ and those shown on the drawings. For instance, BOQ item No. 2.2.6 in LOT#1 is specified as:o (60x60) cm LED panel light fixture, recessed/surface installation.o CLEAN-ROOM (ANTI GERMS)o Power: 40Wo Luminous efficacy: Minimum 100 lm/Wo Mounting type: Ceilingo Aluminum body with PMMA diffusero Ingress protection: at least IP44o Correlated color temperature: 6500-7000K, CRI >90However, the same item on the drawings is described as:o Recessed LED lighting fixture, 600x600 mm, clean/anti-germso Steel housing, tempered glass, opal optical covero 40W, 3500lm, IP65, CRI >90, 6500K As shown above, there are significant differences between BOQ and drawing specifications, including in IP rating, lumen output, materials for the housing and diffuser, and more.We propose that for cleanroom applications, the specifications in the drawings should be considered correct. This type of discrepancy exists with most of the remaining lighting fixtures in both LOTs. Could you please review and confirm which set of specifications we should use in our proposal? Should we follow the BOQ or the drawings? 2. We also have a question about Annex 4-2-Marib Hospital-Electrical Spec & Annex 3-1-Dr.Ameen Nasher -Electrical Spec, specifically Section 16510: Lighting Fixtures and Lamps, section 2.14 LED Lamps.Regarding the requirements:o Color temperature: 3000-4000 Ko MacAdam step: 3-4o Life hour= 50000 hour LT80o Minimum efficacy: 100 lm/Wo 5-year warrantyWe would like clarification on whether these are mandatory requirements for every LED fixture?UNOPS Answers:1- 1. For LOT#2 There is no discrepancy. For Item 2.2.6: The updated BOQ will be published soon to reflect similarity in IP. The BOQ is updated and the modification is highlighted in yellow for your easy reference. 2. There is no discrepancy between the drawings and BOQ. Each area has its own different LED requirements as indicated in the BOQ. For example, the Operating rooms have their own specialized lighting fixtures, and similarly, every area has lighting fixtures selected and distributed according to its specific function and requirements. The Electrical Specifications document provides general requirements for electrical works as a whole. It is not intended to define the detailed specifications of each item. The technical specification is a general reference in case of any confusion or lack of a detailed description in the BoQ. The bidder must submit a quotation for the item specified in the BOQ, as it already provides the full detailed specifications for the lighting fixtures- including power rating, lumen output, CCT, IP rating, and all other required data- it is considered sufficient and is the basis to be followed. New clarification added: Question: We have the following inquiries for LOT#1:1. Please confirm the requirement for 10 x Hard Disks 10TB under item 6.2 ELEC, as the available SATA slots of 64-CH NVR are fewer than 10, and considering the total number of cameras in the system.2. Regarding item #14.2 ELEC, there are no reliable sources for UPS systems compatible with lithium batteries. May we propose using UPS with AGM batteries instead?3. Additionally, please confirm the quantities for items #5.1.7.1 and #5.1.7.2 — should these be considered as one set or two sets?4. Please confirm whether the BMS is included within the HVAC system scope.UNOPS Answer:1.Please adhered to the requirement specified in the Bill of Quantities (BOQ), as surveillance camera recorders with this capacity are available. Furthermore, the surveillance camera recorder (NVR) will be for the entire hospital, not just the ICU & OP. Therefore, its storage capacity must be large.2.New UPS systems use lithium batteries because they work better and last longer. For this reason, we must stick to the specifications listed in the Bill of Quantities (BOQ).3.One set as per drawing.4. No, it is not includedRegards,
