 Dear Madam/Sir

The Evaluation Office (EO) of UNICEF is commissioning an evaluation to examine the relevance, efficiency, effectiveness, sustainability and coherence of a programme to protect children affected by migration in Southeast, South and Central Asia. This seeks for Expressions of Interest (EOI) from eligible qualified institutions (consultancy firms, universities, etc.) for the provision of services to conduct this evaluation. Institutions that meet the requirements of this EoI will be among those invited to submit full technical and financial proposals. This EoI document provides a short description of the planned evaluation. A Request for Proposal with detailed terms of reference (ToR) will be provided to those organizations selected to advance to the next stage.

Interested institutions / groups are encouraged to complete and submit the attached EOI form no later than 23:59 NY time on 26th September 2021 (EOI closing date is now extended to 08 October 2021, same time). Please quote “Evaluation of the programme - Protecting children affected by migration in Southeast, South and Central Asia” as the subject in your correspondence. This EOI does not constitute a solicitation. We do not require bids or proposals at this stage; we merely seek your expression of interest in participating in the tender. A response to this Call for Expression of Interest does not automatically ensure that you will be selected to participate in the tender. A final ToR will be provided to those vendors who shall be invited to submit a full proposal by way of a Request for Proposal (RFP). Following the RFP, short-listed institutions will be invited to participate in an interview.

 

UNICEF reserves the right to change or cancel requirements at any time during the EOI and/or solicitation process. UNICEF also reserves the right to require compliance with additional conditions as and when issuing the final tender document.
