BACKGROUND

Lao People's Democratic Republic has been awarded a base allocation grant of US$4,162,247 by the Global Fund as part of what is termed the COVID-19 Response Mechanism (C19rm). The C19RM Base Allocation is in addition to and distinct from the country’s 2020-2022 Global Fund grant allocations for TB, HIV and malaria, but will be added to the country’s existing grants.

To access this new financing the Global Fund requires the country to submit an ambitious and comprehensive funding request. The request will outline prioritized programmatic needs requiring financing using the C19RM Base Allocation amount and beyond the C19RM Base Allocation amount. Thee GF has suggest that the country develop a funding request for the full C19RM Base Allocation amount and also include requests for C19RM Above Base Allocation for at least US$4,162,247.

The C19RM Funding Request should build on the most recent data available and be guided by and be consistent with: (a) the National Strategic Preparedness and Response Plan for COVID-19 (NSPRP) (expected to be available in all countries, and ideally updated for 2021); (b) the Global Fund Technical Information Note; and (c) WHO guidance (including on COVID-19). C19RM funding is expected to be additional to existing funding in-country and should not supplant existing funding, whether for HIV, TB and malaria programming or for COVID-19 responses.

Due to the lengthy and detailed process of applying for the C19RM GF grant, the MOH has requested that WHO support them to develop, write and submit the proposal. An international local consultant will be recruited by WHO to complete this task.

 

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

The consultant will assist the Lao Ministry of Health (MOH) in preparing the Global Fund (GF) Covid-19 Response round 2 grant application.

 

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

The specific objectives are to:

  1. Work with and assist the to various Ministry of Health department and stakeholders to collect, review and analyse all information relevant to the current Covid-19 response in Lao;
  2. Identify funding gaps for the next phase of the response and facilitate filling the gap through the GF grant proposal;
  3. Engage with MOH focal points, key implementers and stakeholders to interact during the grant writing process;
  4. Compile key information, findings and recommendations into a final set of C19RM grant proposal documents, as per the instructions and guidance of the GF;

 

METHODS TO CARRY OUT THE ACTIVITY

Output 1: Develop a C19RM round 2 grant proposal that meets all objectives and requirements as outlined by GF.

Deliverable 1.1 – Submission of an ambitious and comprehensive funding request that outlines the prioritized programmatic needs requiring financing using the C19RM Base Allocation amount and beyond the C19RM Base Allocation amount and is consistent with applicable World Health Organization (WHO) guidance:

  • • consider appropriate community, rights, and gender-related interventions;
  • • align with the national COVID-19 response and is fully endorsed by CCM;
  • • endorsed by the COVID-19 national response coordinators;
  • • be evidence-based, and shows analysis of program disruptions/adaptations due to COVID-19;
  • • identify how C19RM funds complement domestic and other sources;
  • • explain how the proposed C19RM investments reflect Value for Money (efficiency and effectiveness); and
  • • ensure that C19RM investments lead to long-term outcomes and contribute to future
  • • pandemic preparedness and partner engagement.

Deliverable 1.2: Presentation of summary of the proposal to MOH and GF to be presented during the CCM meeting;

 

QUALIFICATIONS & EXPERIENCE

EDUCATION

Essential: Minimum degree in medical science, science or public health from a recognised tertiary institution as well as a post graduate qualification in medicine, public health, medical science or related field from a recognised tertiary institution

 

EXPERIENCE

The candidate should have over 10 years’ experience working in the field of public health, with organizational, project management and implementation experience.

 

TECHNICAL SKILLS & KNOWLEDGE

Experience in facilitating and coordinating public health forums and meetings and experience in writing grant proposals related to public health.

 

LANGUAGES

High level of ability in spoken and written English

ADDITIONAL INFORMATION:

Duration of contract is for 1 month (1 - 30 June 2021). Individual applicants only, will work in Vientiane Capital for 20 days.
