Description

The ILO Regional Office for Arab States (ROAS) seeks expressions of interest (EOIs) from qualified consultants/teams or companies, universities and other institutes with experience in strategic analysis and strategy development, for an update of a strategic review of its portfolio in the region in view of recent developments. The specific purpose of this call for the Expression of Interest is to pre-qualify a number of potential bidders for participation in a restricted full-fledged Request for Proposal.

The ILO ROAS implements the ILO’s strategic vision and Decent Work Agenda in the Arab States region. Through a variety of programmes and interventions, ROAS aims at reducing the decent work deficit in the region and at creating and promoting quality employment, international labour standards, social protection, and social dialogue in Bahrain, Iraq, Kuwait, Lebanon, the occupied Palestinian territory (OPT), Oman, Qatar, Saudi-Arabia, Syria, the UAE and Yemen.

ILO ROAS are looking to commission a concise assessment and high-level update of its Strategic Review and, based on this, formulate recommendations for ILO’s strengthened strategic engagement in the region. The review will include a situational and stakeholder analysis which discerns key economic social and labour trends including political and security constraints (as well as COVID-19) affecting the region. The review will also need to highlight the strategic importance of these developments for the ROAS portfolio, and identify priorities and targeted entry points to position the ILO for potential high impact engagement.

The research consultants/teams or companies will carry out a desk review of documentation leading to an inception report with a work plan, which will be the basis of executing the exercise. The methodologies will include desk review, key informant interviews, and a debriefing. The level of effort is expected to be of around 35-40 working days spread over two months starting in December 2020. Deliverables include an inception report with detailed scoping; a first, second and final draft report; and a PowerPoint presentation of key findings.
