United Nations Children's Fund (UNICEF) is pleased to invite proposals for Institutional Consultancy to provide development and operationalization of an Integrated Management Information System MIS) for the Department of Social Welfare/ MSWRR in Myanmar through a competitive bidding process. 

Questions from Proposers.  Proposers are required to submit any questions in respect of this RFPS by EMAIL to Mr. Ragesh Ramachandran at rramachandran@unicef.org and Ms. Zin Mar Phyu at zmphyu@unicef.org. The deadline for receipt of any questions is 25 March 2020 (17:00Hours).  The question and its response will be circulated to all the bidders, after deleting the name of the bidder who requested for the information.

IMPORTANT:  PROPOSALS ARE NOT TO BE SENT TO THE INDIVIDUAL STATED ABOVE - ANY PROPOSALS SENT TO THE ABOVE NAMED INDIVIDUAL WILL BE DISQUALIFIED.

Pre-Bid Meeting:Bid conference.  A bid conference will be held at 1000 - 1200 hours on 26th March 2020 (Thursday) in JPG conference room at UNICEF Myanmar Office: 23-A Inya Myaing Road, Shwe Daung Gya Ward 2, Bahan Township, Yangon.  UNICEF Supply team will share the Skype Link to all the bidders who express their interest to participate in the bidding process by 25th March 2020 and wish to participate in the pre-bid conference online.

Submission Deadline and Proposal opening:

2.1 The deadline for submission of proposals is as follows: 24 April 2020, Friday - 15:00 Hours (Myanmar Local Time). Emailed bids must be sent exclusively to procurementyangon@unicef.org in a non-editable format (viz. PDF), clearly marked with the tender number LRPS-2020-9156577 in the subject line and emailed to arrive NO LATER than the above-mentioned deadline.  No other recipient should be "Cc" or "Bcc" in the e-mail submission. Bids should not be sent to any Procurement Staff who signed the RFP or any other UNICEF employee as it will be invalidated.  Bidders are advised to ensure that submissions are made well in advance before the closing time.  Late bids and those bids which do not comply with the bidding instructions will not be accepted. Bids received in any other manner will be INVALIDATED.

2.2 Supplier will submit the proposals electronically at procurementyangon@unicef.org in the following manner:

• Technical Proposal file clearly named as "Agency Name - Technical Proposal- LRPS-2020-9156577"
• Financial Proposal file clearly named as "Agency Name - Financial Proposal- LRPS-2020-9156577"
• Services Form to be signed and sent along with the technical proposal for acceptance of GTCs.

 DUE TO THE NATURE OF THIS RFP, THERE WILL BE NO PUBLIC OPENING.

• PLEASE NOTE: UNDER INSTRUCTION TO PROPOSERS - Only Clause 1.9 (Emailed Proposals) is applicable. Clause 1.7 to 1.8.2 will not be applicable for this RFP.
• PLEASE REFER TO DETAILED INFORMATION ON BID OPENING IN SPECIAL NOTES.
