Consultancy – Tobacco cessation services delivery in Tokelau

BACKGROUND

The Pacific island of Tokelau has one of the highest adult tobacco use rates in the Pacific with 62.4% of males and 59.3% females (according to 2014 NCD STEPS Survey). In November 2016, the General Fono of Tokelau (parliament of Tokelau) passed the ‘Tokelau Smoke Free-2020’ and a key strategy of the Tobacco Control Policy is to “increase motivation among people to quit smoking (including provision of cessation services).”

The Ministry of Health has trained public health assistants to raise awareness about the dangers of tobacco use to reduce demand for the deadly products and now seeks to develop tobacco cessation services to support those motivated to quit using tobacco. Further, national tobacco cessation and dependency plan have been developed.

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

The purpose of this activity is to support the implementation of tobacco cessation services in Nukunonu, Tokelau.

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

• • Key informant interviews with MOH Tokelau leadership to inform tobacco cessation standard operating procedures (SOP) development
• • Drafting of aforementioned clinical SOPs
• • Facilitation of in-person training to health professionals and public health assistants for implementation of the protocols and guidelines in Tokelau
• • Facilitation of implementation of pilot tobacco cessation services in Nukunonu

METHODS TO CARRY OUT THE ACTIVITY

Output 1: Tobacco cessation services standard operating procedures for Tokelau consistent with WHO guidance developed.

Deliverable 1.1: Standard operating procedures (including selective nicotine replacement therapy use) for Tokelau

Output 2: Pilot of tobacco cessation services for at least 16 weeks for at least 50 tobacco smokers

Deliverable 3.1: A plan for delivering tobacco cessation services (including selective nicotine replacement therapy use) based in Nukunonu to at least 50 people

Deliverable 3.2: A study report detailing the findings from the tobacco cessation services pilot and recommendations for refinement of the Tokelau tobacco cessation protocols

QUALIFICATIONS & EXPERIENCE

EDUCATION

Essential:  A degree in public health, medicine, nursing, psychology, sociology, anthropology, or related field.

EXPERIENCE

Essential: At least 2 years of experience related to tobacco cessation.

Experience working in a Pacific island on tobacco control or tobacco cessation

Desirable: Experience with providing intensive tobacco cessation training, preferred.

Experience working in or with Tokelau on tobacco control or tobacco cessation preferred.

TECHNICAL SKILLS & KNOWLEDGE
