The International Fund for Agricultural Development (IFAD), a specialized agency of the United Nations based in Rome, Italy, hereby solicits proposals for the Provision of Data Collection and Evaluation of Results from Agricultural Value Chains Support Project in the Southwest, Hauts-Bassins, Cascades and Boucle du Mouhoun Regions and the Gender Transformative Mechanism in Burkina Faso Services.

The Agricultural Value Chains Support Project in the Southwest, Hauts-Bassins, Cascades and Boucle du Mouhoun Regions (PAFA-4R) is an IFAD-funded project implemented by the government of Burkina Faso. The projects aims to improving farmers’ food security and incomes and is implemented in the four western-most regions of Burkina Faso, which suffer from pervasive gender inequality and are extremely vulnerable to climate change. The overall goal of PAFA-4R is “to contribute to poverty reduction and stimulate economic growth in the targeted four regions”. This goal is complemented by the following development objective: “to sustainably improve food security and income of the farmers involved in the production and value-addition within the targeted value chains.” To achieve this objective, the project will implement two core components. Component A: Support to agricultural productivity and production. Component B: Support to increase the value addition and marketing of agricultural products. A third component (Component C) supports the implementation of the two components outlined above by providing funding for the overall project management, including: planning and operational coordination, financial management, administrative support, monitoring and evaluation, communication, and knowledge management.

The PAFA-4R embeds also a top-up grant: the Gender Transformative Mechanism for climate adaptation (GTM).

IFAD seeks a reputable and competent contractor (consulting firm/ consortium) to conduct the baseline, midline and end line evaluation/studies for the GTM project in Burkina Faso. The studies have the following goals:

1. Set the GTM baseline to inform target setting
2. Develop actionable programmatic recommendations based on the findings of the studies to fine tune GTM scope of work
3. Evaluate GTM achievements at midline and end line against the baseline. In particular, assess the extent to which GTM interventions will support PAFA-4R beneficiaries to improve GEWE, climate resilience and increase government performance on GEWE.

Activity 7: Field work and final database
